Importance of ICT

         • Indispensable tools
           to fight poverty.
         • Unprecedented
           opportunity to meet
           development goals.
         • Powerful overall
           enabler of
           development.
Unique characteristic of ICT (1)

• Pervasive and cross cutting.
• Key enabler in creation of network.
• Foster dissemination of information and
  knowledge.
• Efficiency gain.
Unique characteristic of ICT (2)
• Zero or declining marginal cost; reduce
  transaction cost.
• Innovative business models and whole
  new industries.
• Facilitate disintermediation.
• Global; trancend geopolitic, culture and
  social boundaries.

ICT in NAM countries
• Existing Problem (or opportunity ?):
  – Disparity of ICT, also known as digital
    divide.
• Solution:
  – Develop strong improvement plan for ICT.
• Constraint:
  – Each country is unique and at different level
    of e-readiness.
Why self assessment ?
• Need to determine what level of e-
  readiness to find accurate and
  comprehensive ways of ICT development
  plan.
• Each country is unique so better do it
  internally.
Self Assessment
               For E - Readiness
Simply divide the level into:
• Basic
• Developing
• Advanced

The Analytical mapping based on the work by:
Peter Wolcott, Seymour Goodman & Grey Burkhart.

Sectors should be evaluated:
• E - Leadership
• Telecommunication infrastructure
• Information technology
Factors contributing to E - Leadership
• E - Government Readiness
• Law & Order Readiness
• Education & Investment climate

Factors contributing to Telecommunication
Infrastructure & Information Technology :
• Proximity (Non Existent - Leading)
• Depth of development (Consuming - Comprehensive)
• Sophistication of use (No at all - transforming)
• Pervasiveness (Non existent - Pervasive)
• Indigenization (Observing - Mastering)

Strategies For Building Up
       The ICT Infrastructure

• Deploying ICT Infrastructure.
• Ubiquity of access.
• Strategically - focused capacity
• Addressed to enhance the achievement
of development goals & national long -
    term targets.
Level of e-readiness
• Basic
  – Basic infrastructure is available
  – Need to introduce it to the society and initiate
    usage
• Developing
  – Increasing the penetration of ICT
  – Promoting the effective use
  – Supporting law and regulation
• Advance
  – Exploring the innovation of ICT
  – Providing some assistance's for other level
Basic Level

General Direction
The effort should be concentrated on
development of Basic level country is the
main role and assistance of the policy maker
and government institution as well as other
various concerned parties in introducing ICT
to the society and building the strong ICT
 dissemination program.
Initial Infrastructure For
                Basic Level

• Improving Telephone Penetration.
• Digitalization of Telecommunication Equipment .
• Providing Digital Transmission / Backbone Network.
• Establishing an inter-University Network.
• Establishing Distance Learning Facility.
• Establishing Tele-medicine Facility.
• National Gateway.
Items to be stressed (1)
         by the Government
