The Policy
• January 5, 2006: MoR announced its new container train
policy.
• Two earlier initiatives were taken in 1994 and 2004, failed.
• Open to all Indian companies, including subsidiaries of
foreign companies registered in India.
• Minimum annual turnover of INR 1 billion.
• The validity for permission was for 20 years, further
extendable to another 10 years.
• IR network was classified and grouped into four categories.

• ICD-KHURJA is the only private ICD in the country to have
exclusive connectivity with 6 lane private rail siding.
• Container yard has a throughput capacity of 120,000

Freightstar
• Freightstar is a subsidiary of middle east based ETA Star
Group.
• Provides multimodal logistics solution for EXIM trade.
• 9 EXIM circuits currently operated by Freightstar trains.
• DOMESTIC: Provides multimodal transportation service.
• Rakes: 45 wagon long rake has a capacity to carry 90 TEUs.
• Containers: Fleet of over 500 ISO High cube 20` Containers.
• Logistics Center: logistics services for Exim and Domestic
Cargo.
Adani Logistics Ltd.
• ALL is a Subsidiary of Adani Group
• Also involved in Port & SEZ, Bunkering, warehousing
(Maritime and Logistics sector).
• Rail terminal: Patli (Punjab), Kishangarh (Rajasthan), Mundra
(Gujrat).
• Holding capacity: 3,52,000 TEUs annually. (Handled around
1,47,006 TEUs in 2012.)
• CBU transportation in Containers by rail-road mode.

• IHC, the transportation charges to and from ICD/CFS to sea port of

• Charges for private CTOs depend upon the IR freight decision.

  • #3: MoR: Ministry of Railways, IR: Indian Railways What For: After many interministerial deliberations involving MoR, Ministry of Shipping, Ministry of Commerce and Industry, and Planning Commission, the final policy was announced on 5th January 2006. Reason to fail: primarily due to lack of clarity on the role of CONCOR vis-à-vis the other operators, and CONCOR’s own resistance.
