Within the context of the TEN-T Mediterranean Corridor Global Project,
this Action focuses on freight transport connecting Lyon and Madrid
(CLYMA) to enable a coordinated implementation of the network. It
comprises of studies on the organization and optimal implementation of
the TEN-T network, taking into account long-term perspectives,
environmental aspects and associated needs, as well as studies that
promote environmental sustainability, resource efficiency and low–carbon
transport within an integrated transport concept. This should stimulate
the deployment of the Green Corridor concept as introduced in the Freight
Logistic Action Plan. The project also intends to develop a managerial
structure for the intermodal corridor.

The TEN-T Core Mediterranean Corridor will link ports in
the south western Mediterranean region to the Ukrainian
border with Hungary through the South East of France,
crossing the Alps towards the North of Italy and through
Slovenia. This corridor of more than 5.000 km, crosses six
countries and 21 European (NUTS-2) regions. There are
11 maritime core network ports, 3 inland core network
ports and 16 core network airports on the corridor.
The Mediterranean Corridor is a transversal line that crosses
Europe from the East to the West and is interconnected
with most of the other corridors. It is connected to the
Atlantic Corridor in Madrid; to the North Sea - Mediterranean
Corridor in Lyon and Marseille; to the Rhine-Alpine Corridor
in Novara and Milan; to the Scandinavian-Mediterranean
Corridor in Verona; to the Baltic-Adriatic Corridor in Venice,
Bolonia and Ravena; and to Orient/East-Med and Rhin-
Danube in Budapest.
The development of the long term objectives of the TEN-
T and, in particular, the development of the corridors that
shall enable a coordinated implementation of the Core
Network is one of the most important objectives of the
Commission Implementing Decision C(2012) 18510.

The implementation of the Mediterranean Corridor must
comprise:
Multimodal aspects considering the road, rail, air,
inland navigation and maritime navigation modes
and their integration, interconnection and
interoperability.
The development of the “green corridor” concept
including the development of new technologies and
techniques, intermodal solutions, service optimization
and the measurement of the “greener” activities.
Determining the investment options considering
public and private funds synergies and the main
bottlenecks that limit the development of services
along the corridor.
The development of managerial structures,
considering the multimodal character of the corridor
in which all the corridor stakeholders will be
represented.

General outline and context of the
CLYMA project
CLYMA project consists of the implementation of the
corridor approach to a section of the Mediterranean corridor,
concretely to the Western part of the corridor and specifically
to the Lyon - Madrid Axis. This Axis includes Madrid,
Guadalajara, Zaragoza, Lleida, Tarragona, Barcelona,
Girona, the Spanish - French border through Le Boulou
and Port Bou, Perpignan, Narbonne, Montpellier, Marseille,
Nîmes, Valence and Lyon. It crosses seven European
regions (Madrid, Castilla - La Mancha, Aragón, Catalunya,
Languedoc - Roussillon, Provence - Alpes - Côte d’Azur
and Rhône - Alpes). It represents 28% of the whole corridor
length, 39% of the population and 51% of the gross
domestic product (GDP), not including Croatia. The Lyon-
Madrid Section, with a GDP of 819 billion euro and 28.5
millions inhabitants, represents 6.7% and 5.7% of EU-27
GDP and population respectively.
Main objectives of the CLYMA
project
The main objectives of the Action are:
To develop an efficient intermodal managerial
structure for the Axis as a pilot system for the whole
Corridor.
To develop the “green corridor” concept in the Lyon
- Madrid Axis as a pilot system scalable to the whole
Corridor.
To identify the main bottlenecks on the corridor and
to propose solutions to these bottlenecks.
To develop an analysis of supply and demand on
the Axis.
To develop a strategic plan for the ICT integration
among the Axis agents and administrations in order
to facilitate the coordination and execution of
intermodal activities.
To develop an efficient promotion of the Axis as a
section of the Mediterranean Corridor.

ALIA is the logistics cluster in the region of Aragon,
whose mission is to improve the competitiveness of
their partners thanks to innovation and collaboration.
Intermodality is a key element of their activity, in
such a way that a specific workgroup is dedicated
solely to the development of this axis. ALIA provides
experience in this field thanks to ALIA’s already
developed feasibility studies of Ferroutage. Our
commitment and implication with the railway transport
is a reality, as ALIA has demonstrated thanks to
their projects.
Syndicat Mixte Plate-forme Pyrénées-Méditerranée
is a public administration composed of institutional
and economic actors of French Catalonia. It includes
the “Communauté d’Agglomération Perpignan-
Méditerranée”, the Pyrénées-Orientales Regional
Council and since August 30, 2012 the Languedoc-
Roussillon Regional Council. In addition, the Syndicat
Mixte MP2 is supported by the Chamber of
Commerce and Industry of Perpignan and the
Pyrenees-Orientales. The Syndicat Mixte MP2, within
a single administrative, legal, economic and technical
unit, includes all the actors of the industry of transport,
logistics, import / export of six logistics platforms
which represents more than 800 companies and
7,000 jobs. It is one of the ten French multimodal
platforms of European interest. It also handles more
than 10 million tons of goods per year, among which
nearly 4 million of rail traffic.
Portic is a technological company focused on logistic
services in the Barcelona Port area. Its main objective
is to “connect” shipping agents, freight forwarders,
container terminals, depots, transport companies
and other logistic companies to each other and with
public administrations (Customs Department, Port
Authority, Harbour Master, etc) to exchange
information electronically, and to perform document
and goods tracking online.
The Port Authority of Barcelona belongs to the public
entity Puertos del Estado (Spanish Ministry of Public
Works). It was created by law 27/1992 of 24th
November. Currently, the Spanish port system is
regulated by the national Decree-Law 2/2011. The
Port of Barcelona is the main transport and services
infrastructure located in Catalonia, one of the four
‘motor regions’ of Europe. Its area of influence
stretches through the South and centre of Europe
and North Africa. The Port of Barcelona is a logistics
gateway that links markets as distant as the Far East
and Latin America. It is a port whose continued
increase in goods and passengers has placed it in
a leading position in several segments of traffic
throughout the Mediterranean.

The Port Authority of Tarragona belongs to the public
entity Puertos del Estado (Spanish Ministry of Public
Works). It is responsible for managing port logistics,
promoting development of infrastructure and
facilities, promoting the use of the port, and
integrating the port with the community. It is
responsible for 11.8 thousand meters of docks with
alongside depths starting from 3.8 meters for the
docks supporting service vessels of up to 20 meters
for one solid bulk dock.
The Maritime Terminal Zaragoza created in 2000 is
a public-private initiative to promote maritime cargo
container traffic, intermodality and lower the costs
to importers and exporters in the middle Ebro Valley.
Its goals are to build and manage an intermodal rail
terminal and to promote and develop rail freight.
The terminal is operated by a Company (tmZ.
Services) under concession for 25 years. The
Maritime Terminal Zaragoza is an inland port for
international maritime trade, with its own railway
facilities, located in a terrestrial communications
hub. TMZ has a clear commitment to intermodality
(ship-train-truck) to streamline supply chains, both
economically and ecologically, with a strong
commitment to the environment: less polluting per
unit charge (for vessels and trains).
The Universitat Politècnica de Catalunya (UPC) is
a public higher education and research institution
specialized in the fields of science, engineering and
architecture. UPC is also recognized worldwide for
its results in basic and applied research. With a high
participation in European and national projects and
in calls for proposals of the National R&D Plan
2008/2011 and the Seventh Research Framework
Program of the EU, the UPC is consolidated as a
top Spanish university in scientific production. The
research inside the university is structured in research
groups for projects several groups are expected to
participate in.
VIIA, as a subsidiary of SNCF GEODIS, is in charge
of actual rail motorway services and projects for the
SNCF group and in particular the “Autoroute
Ferroviaire Alpine”, the first rail motorway launched
by the French and Italian States in 2003, and Lorry
Rail, the longest rail motorway in Europe between
Le Boulou (France) and Bettembourg (Luxembourg),
which began its activity in 2007. Le Boulou –
Bettembourg rail motorway success can be marked
with a 90% filling rate in 2012 with 41 500 trailers,
and 14 000 containers and swap bodies carried.

Analysis of the current and future situation of
the Lyon - Madrid Axis
The objective of the activity is to define a coherent
and transparent approach to maximise the EU added
value of the TEN-T, addressing aspects of network
fragmentation related to missing links, multimodality,
and adequate connections to neighboring and third
countries, as well as to ensure adequate
geographical coverage. This activity includes:
The development of a demand study on the
Lyon - Madrid Axis.
The preparation of a supply study on the Lyon
- Madrid Axis.
The development of a catalogue of terminals
and associated services along the Axis.
Development of an intermodal corridor
The objective of the activity is to identify the current
problems and needs in the Lyon - Madrid Axis and
to develop a plan to overcome these problems and
to prepare a financial analysis linked to the proposed
solutions.
It is necessary to identify the existing problems on
the Axis, considering not only the infrastructure -
related but also other problems. It is necessary to:
Identify the infrastructure bottlenecks and
crossbording problems on the Lyon - Madrid
Axis. As some examples: adaptation of the
crossbording section in Port Bou to UIC gauge,
Lyon rail bypass, improvement in Nîmes-
Montpellier rail section, adaptation of the Madrid
– Zaragoza-Barcelona border sidetracks to 750
m length trains, rail and road accesses to the
Port of Barcelona, etc.
To identify the technical problems. Examples
include rail electrification in different voltages,
signaling systems, communications and ICT, etc.
To identify the existing organisational problems
(slots management, customs problems,
inspection problems, change of drivers at the
border, idiomatic problems, etc.).
To analyse the liberalisation of rail services on
the Lyon - Madrid Axis.
The development of the Madrid-Barcelona high
speed line (opened in February 2008) is an example
of a successful story on the Lyon - Madrid Axis. This
new 621 km line has halved the journey time between
both cities and has attracted millions of passengers
from air and road to rail, with an estimated reduction
of 140.000 tones of CO2 emissions per year. But
problems in rail freight transport still remain. The
high speed line is not suitable for cargo, and the
old Iberian gauge line allows only non-competitive
400-meter-length trains. In fact, these recent
infrastructure improvements have not modified the
modal cargo split as freight is currently still sent
mostly by road. Therefore further steps are required.
The activity includes:
The identification of current problems on the
Lyon - Madrid Section of the Mediterranean
corridor.
The needs of terminals and services that allow
for the development of an efficient and
competitive intermodal supply.
The elaboration of an intermodal development
plan for the Lyon - Madrid Axis.
The development of an investment and financial
analysis on the axis.

Creating an intermodal management
structure for the Lyon - Madrid Axis in the
Mediterranean corridor
The objective of the activity is the design of an
intermodal managerial structure for the Lyon - Madrid
Axis. This structure must be extensible to the rest of
the corridor through the addition of new members with
a goal of developing a Corridor management structure
in the Global Project based on the results of this Action.
The managerial structure should be in charge of the
intermodal coordination of the corridor, setting the
priorities for intermodal developments, as well as
facilitate the relationships between the different transport
modes and the different administrations involved.
The intermodal management structure for the corridor
must include all stakeholders: Member States,
European regions, rail infrastructure managers, maritime
and inland port managers, airport managers, terminals,
rail operators and end users. This calls for the
participation of public and private actors (both at state
and at regional levels) as well as the participation of
all different transport modes on the corridor.
The development and implementation of this activity
will be managed with the Corridor Coordinator
appointed by the European Commission and with
the Commission Services. This activity includes:
A benchmarking on Corridor Management
Models.
The design of a Management / Governance
Model for the Axis.
The design of a Management Model for the
Corridor.
The design of a Management Model for the
Node.
A pilot Action on the start-up of a managing
body for the Zaragoza RTT node and adaptation
of infrastructure and capacity requirements in
the Zaragoza node.
Development of the concept of“green corridor”
in the Lyon – Madrid Section of the Mediterra-
nean corridor
The concept of green transport corridors will reflect
an integrated transport concept where short sea
shipping, inland navigation, rail and road complement
each other enabling the choice of environmentally
friendly transport. Along these corridors, industry
should be encouraged to rely on co-modality and
on advanced technology in order to accommodate
rising traffic volumes while promoting environmental
sustainability and energy efficiency.
This activity aims to:
To create a standardized system to measure
the sustainability of transport services on the
corridor.
To propose measures for the “green
development” of the CLYMA axis.
To integrate the “greening objectives” into a
future corridor development plan.
To develop a calculator for calculating CO2
emissions and other pollutants on the CLYMA
axis.

Development of a strategic plan for ICT
integration among the Axis agents
Information and communication technologies (ICT)
can greatly contribute towards intermodality by
improving infrastructures, fleet management, traffic
management, track and trace of goods across the
transport networks, by simplifying document and
administrative procedures, and better connecting
businesses and administrations. However, ICT
developments usually don’t have an intermodal
perspective, and do not have a Corridor perspective,
as they are generally developed under a uni-modal
point of view (based on one transport mode and
with difficult integration with other modes) or through
a node perspective (based on transactions between
agents in one transport node such as a port or a
terminal).
This includes:
The development of a global analysis for e-
freight requirements among agents and
administrations.
The development of a master plan for the ICT
integration among the Axis agents and
administrations in order to facilitate the execution
of intermodal activities.
Pilot strategic projects and studies alongside
the corridor
In order to facilitate the long-term implementation
of the corridor some analysis and studies are
necessary. This activity intends to deploy some of
these strategic pilot analyses, studies and projects
in order to facilitate the future implementation of the
corridor. These Include:
Development of a constructive project for the
port accesses.
Studies for the enlargement of inland terminals.
Studies for the implementation of rail motorway
terminals.
Study for the implementation of a multi-client
train between Spain and the rest of Europe.
Constructive project for the intermodal terminal.
Mitigation actions on bottlenecks for rail
motorways.

Promotion of the corridor
This activity aims to promote the CLYMA project initiative
and its headways to all the agents who do not
collaborate directly with this project but could be
interested in it. The final goal is to promote the Lyon-
Madrid Axis and the Mediterranean Corridor. This
activity is extended to both private and public
enterprises and public opinion in general. For that
purpose, an inventory of dissemination channels will
be performed, and potential channels in the future will
be taken into account. The activity includes:
The design of a campaign.
The creation of a corporate image which will
help identify the project.
The elaboration of promotional materials.
A website for promotion and information of the
Mediterranean Corridor, initially centered on the
Madrid-Lyon Axis but extensible to the rest of
the Corridor.
Presentations will be made in the following cities:
Madrid, Guadalajara, Zaragoza, Lleida,
Tarragona, Barcelona, Girona, Perpignan,
Narbonne, Montpellier, Nîmes, Valence, Lyon,
Paris, Brussels (15 presentations). The content
structure should address the Trans-European
Transport, its development, the Mediterranean
Corridor and the CLYMA axis.
Participation in fairs and congresses – SIL
(Barcelona), SITL (Paris).
Press office.
Coordination and monitoring of the Action
This activity covers the management and
organisation activities of the Action that will be
required throughout its duration. In order to manage
the project the following bodies will be established:
CLYMA Partners’ General Assembly: it is the
body where all project partners are represented.
The Partners’ General Assembly will be led by
a Secretary General.
Project Board: it is the central governing body
of the CLYMA project. The Project Board will
report periodically to the Partners’ General
Assembly.
Project Manager: the person will be nominated
by the Coordinator of the Action, will be
responsible for coordinating the project and will
chair the Project Board.
Stakeholders Forum (SF): it will assist the
Project Board. The SF should comprise Member
States (France and Spain), regional governments,
rail infrastructure managers, main rail operators
on the axis, port authorities, road operators,
terminal operators, road infrastructure managers
and final users, with the possible inclusion of
external independent experts.
Representatives of DG-MOVE and TEN-T EA will
be invited to participate. The Stakeholders Forum
will meet three times.
Technical Committee: its responsibilities will
be to guarantee the technical execution of the
project, ensuring that the work executed by each
partner proceeds at all levels and that the
necessary technical links between partner
stakeholders are established and maintained.
