The Constitutional Convention considered several plans for the structure of the national government. The Virginia Plan proposed a strong central government with three branches and two houses of Congress based on state population. The New Jersey Plan proposed a one-house legislature with equal representation for each state. The Three-Fifths Compromise counted slaves as three-fifths of a person for determining state populations. The Electoral College was proposed as a way to elect the president through electors chosen by state legislatures. The Great Compromise created a bicameral legislature with a House based on population and each state getting two senators chosen by state legislatures.
