They praise the system of dual accountability, which from one hand gives power to the audience with the public accountability. The public broadcasters will show programs that the public wants. The external accountability is maybe more important for the pluralistic content. A independent commission is periodically testing all broadcasters and give their advice about how to create a pluralistic program that fulfils the aim of the public broadcaster.
