QOOLUUN VENTURES

The Qooluun model for trades and management accreditation is designed around the supply chain to
take advantage of the economies of scale in opportunities that construction budgets offer that are not
typically found in operational budgets. Legal instruments, strategic partnerships, First Nation Assessments,
general employment, trades and management carousels, social innovation, and project management are the
foundation to deliver a fully integrated project delivery platform. Cost for delivery is managed within the
constraints of contract management. The model is called Legaix’s Legacy after our late uncle and board
member who wanted to leave behind a better place.
The legal instruments range from limited partnerships, joint ventures, and teaming agreements
depending on the opportunity and risk elements.
Strategic partnerships are alignments with organizations who bring expertise, resources, and help
spread the risk.
The First Nation assessments are a unique set of education and coaching systems designed to address
the generational residential school impact to First Nations while operating in conjunction with a social
innovation strategy. The historical impact of residential schools and modern constraints to learning, culture,
and environment are tackled through a collaborative learning approach that is geared to First Nation culture
and learning styles.
The Qooluun Assessments are uniquely designed by a First Nation professional with a Master’s
Degree in Education. The assessments focus on how First Nations learn and how to ladder the process into
career path development, coaching through accreditation, work place survival, and proponent compliance.
The assessments work seamlessly with the First Nation social innovation elements to effectively deal with
difficult issues such as addictions, poverty, and skill deficiencies.
Our trades and management systems are based on traditional knowledge supported by a high degree
of academic structure and represent an expression of our modernized version of a trade and commerce
regime that once served us for millennia. Where once our traditional method of training people to participate
in the family/communal enterprise was based on hunter-gatherer apprenticeship techniques where
observation, repetition, and dialogue were the tools for teaching roles and responsibilities. Today the
Qooluun model articulates a modern context with fundamentals that address the technical and commercial
requirements in today’s competitive environment based on grade 12 certification, academic-technical
training, and exposure to career potential in the work environment so that individuals can remove their own
barriers to success.

The assessments and social innovation are offered at the individual level and ladder from general
employment to both trades certification and management accreditation. The carousels allow our partners to
provide a full range of exposure to career path development that is designed as individualized benefits
through integrated project delivery.
First Nation Social Innovation is a concept that is a range of programs designed to address historical social
issues that represent major barriers to career path development. Displacement, Trauma, Academic
Stranding, Chronic Unemployment, Poverty, Addictions, and Skill deficiencies are acknowledged through
corporate policy. Program development is designed from policy. Implementation strategies are developed
from policy. Implementation is delivered through the strategic partnerships.
Another element of the management accreditation is the union of project management and traditional
knowledge by way of cultural management systems. Project management is applied to execute and monitor
& control implementation of the various systems. Project management is the foundation of reconciliation in
respect to management accreditation because the standards and conventions of project management
professionalism have equivalencies in culture based management systems. We apply inductive reasoning,
deduction, and measurement metrics to assess the equivalencies within the framework of the five Project
Management Domains, forty-seven Project processes, and ten Knowledge Areas to arrive at a place where
the measurements can ladder into a structured approach to management degree completion.
The proof of concept was completed in the Chemical Addiction Counseling Program which was a Joint
Venture between the Gya’ Wa’ Tlaab Healing Center and the Nicola Valley Institute of Technology. The
program was devised into 3 components: certificate, diploma, and structured degree.
In the first phase the goal was to address the Accreditation Canada requirement of having Healing Center
staff with the same qualification standards in a health funded sector. The objectives were to provide a
structured approach to academic training in a community impacted by Residential School syndrome, allow
the participants to stay at home among family support systems, remove the financial barriers, and change
the learning environment.
The lectures were changed from talking at students to collaborative learning with a strong base of Socratic
Dialogue. The lessons were adapted to power points to support an oral-visual culture based learning style.
Unlike residential schools, the participants had the family support structures around them because the
courses were delivered in 8 week cycles over a period of 18 months. The Society raised $150,000. to cover
the total cost of delivering the courses in the community. All of the ten participants passed the certificate
program with flying colors with not one failure. The chemical addiction counseling training principles are
being applied to the union of project management and cultural management system development as a
framework on management and reconciliation.
