This document analyzes the relationship between the British Council and Her Majesty's Government (HMG), focusing on the distinctions between cultural relations, cultural diplomacy, and public diplomacy. It critiques existing frameworks and provides a new normative perspective, arguing that the British Council's mission of 'cultural relations' is being threatened by increased governmental oversight and fiscal pressures, which have caused a closer alignment with government objectives. The research employs mixed methods, including interviews and document analysis, to explore how recent changes affect the British Council's independence and effectiveness in enhancing the UK's soft power.
