ON GIVING OF AWARDS AND RECOGNITION IN LIGHT OF
THE BASIC EDUCATION LEARNING CONTINUITY PLAN
FOR SCHOOL YEAR 2020-2021.......No. 6. Private schools,
technical and vocational institutions, and higher education
institutions, including state and local universities and
colleges offering the K to 12 Basic Education Program are
encouraged to implement these interim policy guidelines
according to their philosophy, vision, and mission. V.
Procedures, No. 14. Awards to be Suspended, * Academic
Excellence Awards for Grades 1-5, Grades 7-9, and Grade
11.
Considering the extraordinary
circumstances presented by the online
classes due to the COVID-19 situation,
the rationale for revising the policies
for the declaration of honors in the
Elementary and High School
departments are hereby presented
Things to Consider
There is uncertainty in the
reliable measurement of
student’s actual
knowledge and skills since
they may be challenged
with using technology to
learn their lessons. The
varying technology skills
are seen to influence the
performance of students.
Things to Consider
There is uncertainty in the quality and rate
of performance of students as internet
connections may interfere with the delivery
of lessons. Teachers’ explanations may be
rendered unclear due to poor connectivity.
Although students can download recordings
of classes, the students’ pace in learning the
lesson due to this may be affected. Students
may have less of the opportunity to clarify
the lessons considering the need to make an
online appointment with the teacher, unlike
when during face-to-face sessions the
students may be presented more
Things to Consider
There is uncertainty in the reliable
measurement and performance of
students as online resources are
immediately accessible for the
students’ reference during online
examinations. Moreover, the same
resources are tapped for other
class requirements. Students can
also easily consult others for their
answers which fail to reflect the
true capacity of students’
performances. In fact, there are
instances of copying answers from
classmates and that plagiarism is

Principles
of the
Suggested
Policies
Consistency
A. The application must be applied to the declaration of
honors in the Elementary, Junior High School, and
Senior High School levels. All criteria must be
analogous in all these levels.
B. Students who are consistent with their performance
are expected to perform well regardless of the online
or the face-to-face delivery of instruction. Honors in
the previous school year are more than likely expected
to be candidates for honors this school year, under the
online mode of instruction.
Practicality
Since the face-to-face
sessions provide a
better measure of
the student’s
performance, the
grades in the
previous school year
shall be considered.
Consistency
The school cannot apply the 7-3 scheme since the
online classes rendered the co-curricular activities
more or less futile for most students to participate.
Thus, the ranking shall be based solely on
academic performance.
Recommend
ations
1. All final grades shall be computed based on the usual
practice. This recommendation is only based on final
grades. These final grades shall be then integrated with
another factor to observe the principles above. A two factor
system is recommended. The first factor is the final grade
for this school year. The second factor is either the
entrance test result [Grade 7] or the final grade of students
in the previous year [Elementary, Grades 8-12]
Recommendation
A. For Grade 7 and 11
 For students who finished grade 6 or grade
10, the results of their entrance test shall
be used as the second factor.
 For Grade 11, their GWA in Grade 10 shall
be used as the second factor (since LC
Grade 10 students do not have the
Entrance Test)
Recommendation
B. For Grades 8 to 10. And 12
 Their two factor calculations include their
final grade for this year and that of the
previous school year.
 For transferees, the first factor includes
their final grade this year and that of the
entrance test result.
Recommendation
2. To determine the weights of the two factors must be
based on the following considerations.
Recommendation
a. Which academic performance provide a more reliable
assessment of the true performance of the student?
b. If the combination of weights appear to be lower for the
previous school year, then there is an indication that the
rationale expressed above does not provide reasonable
justification.
In the grade 7 level, there
is a probability of no
student obtaining a
grade of at least 90. The
committee should first
proceed with determining
the possibility of no
honors for this level.
Recommendations to the
Admin must be presented
if the department so
desires to declare the

Seventy percent of the ranking is taken
from the previous school year’s final
grades or entrance test results whichever
is applicable.
However, the following Student Handbook
policies are upheld as they reflect the
school’s ideals for academic excellence.
These policies apply to the Elementary,
Junior High School, and Senior High
School Levels.
A candidate for honors must belong
to the A-Science section and must
be members of the Laguna College
Honor Society.
For the elementary level, until
grade 5, only the first and second
honors shall be declared. For grade
6, the old criteria shall be observed
for declaring the Valedictorian,
Salutatorian, honorable mention,

Senior High School declaration of honors, the
general provisions below apply.
• Final grades shall be computed
based on the usual practice.
• The candidates for honors must be
drawn from the Outstanding
Proficiency Level, those obtaining
grades [weighted averages]
between 90 and 100.
• They must not have a final grade
lower than 85 in any learning area.
Since there are no specific guidelines for the
Senior High School declaration of honors, the
general provisions below apply.
• All candidates for honors must be
of good moral character and have
not been subjected to any
disciplinary action within the
current school year.
• The student must carry the
prescribed load for the curriculum
year.
• Achievements in specific academic
disciplines may be given
recognition. (Please seek approval
from the Admin).
Since there are no specific guidelines for the
Senior High School declaration of honors, the
general provisions below apply.
• Computations and grades should
be expressed in three decimal
places.
• Recommendation of the final list,
approval from the School Head,
and period allowing for protest
shall be observed as usual.
CHANGES IN THE RULES WERE
MADE BECAUSE OF THE
UNCERTAINTY IN THE
VALIDITY OF GRADES FOR
ONLINE CLASSES. IT IS
SUGGESTED THAT THE
FOLLOWING RULES BE
APPLIED IN COMPUTING THE
GRADES FOR HONOR
STUDENTS.
I. GRADE 7
A. Final grades should be 90 and above.
B. GWA of 90 for three grading periods.
C. No grade of 84 below in the final
grade for each subject.
D. Not more than one grade of 80 from
all the grading periods.
E. After computing using 70 % of the
Entrance Test and 30 % of the current
year, candidates for honors with 90
and above will be included in the final
list of honors. The final ranking of
