Background
• Coastal Health and Development Community Initiative
(COHEDECI) is Tanzanian Non-government Organization
established under the Ordinance Act of 1954 in 2002 with
registration number So.no.00399.
• It was found aiming at reducing community problems in
the sector of health and community development in the
country.
• COHEDECI has been operating in all 25 regions in Tanzania
since its establishment.
• Some of the projects that has been implemented by our
NGO includes TANZANIA BILA UKIMWI INAWEZEKANA,
MALARIA INNITIATIVE, MTU NA MAZINGIRA, MTU NI AFYA ,
and INTEGRATED COMMUNITY HEALTH INNITIATIVE.

Project Justification
• Coast Region is one of the regions found in Tanzania,
East Africa. It is located about 50km West of Dar es
Salaam City lying between 38 and 420
E and 6 to 80
S. It
borders Tanga region to the north, Morogoro region to
the West, and Lindi region to the south. On the eastern
side, it boarders Dar es Salaam region and Indian
Ocean.
• The region is about 50m above sea level. The
temperature ranges from 250
C to 350
C. Maximum
annual rainfall averages at 700mm per annum in two
rain seasons and the area is generally hot and humid
through out the year.

Justification cont…
• The average income of the area dwellers is
less than a dollar per day that make it difficult
to meet cost of living.
• Most house holds are engaged in subsistence
agriculture that involve perennial crops like
mangoes, cashew, coconut, and pineapples.
• This kind agriculture practice creates an
environment favorable to mosquito
multiplication in the area.

Justification cont…
• The project area is highly characterized by
high water table and low land that is
susceptible to water logging during rainfall.
• The presence of Indian ocean, big rivers like
Wami, Ruvu and Rufiji increases rate of
mosquito breeding in the area.
• Population of the area is about 1m of which
54% are women and 12% under five, the
population that is highly vulnerable to
malaria.

Problem Statement
• Malaria is a killer disease in Coast region. Of the total
population of the region, 60% suffers from malaria in a
year. Almost 10% and 15% of pregnant women and
under five respectively dies of malaria in a year.
(Coast regional medical report, 2009)
• Reduction of man power and increase in dependency
ratio and incidences of mental disability resulting from
malaria has been reported regularly.
• As a result of malaria, majority of the population
become generally weak and less productive in
economy.

Goal/Main Objective
• To support initiative of the Tanzanian
government to keep Coast region free from
malaria.

Objectives
• To train 1,000 (500 females and 500 males)
Trainer of trainees by December 2011 on how
to train villagers on malaria control measure
through destructing mosquito breeding sites.
• Form and train 500 village anti-malaria groups
(10 female and 10 male members each –
inclusive village health workers) by December
2011.

Anticipated results
• Trained 1,000 ToTs by December 2011.
• Trained 500 Village anti-malaria groups
(Village Health workers included) by
December 2011.
• Reduced number of deaths resulting from
malaria to 50% by December 2012.
• Reduced number of malaria reported cases to
health centers from 60% to 30% by the year
2012.

Assumption
• Funds will be available in time and the
political environment will be stable and
conducive .
• The government will support and provide
reasonable cooperation to the project.
• There will be positive response among
community members towards the project
implementation.

Implementation Plan
Objective 1: To train 1,000 (500 females and
500 males) Trainer of trainees by December
2011.
• The project will recruit five field officers
during the first quarter of the first year of the
project. Recruitment will be done as per
NGOs Recruitment Policy of the country.
• The project then will be introduced by project
management to the districts’ and
wards’/village leaders in the first quarter of

• Introduction of the project will be done
through courtesy call to District Commissioner
and District Executive Director. It will also be
done through formal meetings with District
Management team and community meetings.
• Identifying and selecting ToTs will be done by
Field officer in cooperation with the village
council. ToTs shall be the permanent
members of the village, literate youth ranging
between 18 to 45 years of age.A hypothetical project proposal presented

• The project will train two ToTs from each
village (one male and one female) in the third
quarter of the first year of the project.
Training will be in form of workshops involving
internal and external facilitators.
• External facilitators will be sourced from the
respective district councils and local
NGOs/CBOs in the project area

• Objective 2: Form and train 500 village anti-
malaria groups (10 female and 10 male
members each – inclusive village health
workers) by December 2011.
• Village ant-malaria groups will be formed by
the village council with consideration to
gender and experience in participating in
community development projects in the area.
This will be done in the third and fourth
quarter of the first year. Field officers will

• Participation of ant-malaria groups to the
project will be on voluntary basis.
• Training of village ant-malaria groups will be
conducted on the fourth and first quarter of
first and second year of the project
respectively. Field officers and ToTs will train
the groups in form of workshops that involve
the use of role plays, drama and choir.

sensitization of community that is to be done
by anti-malaria groups through out the project

Monitoring and Evaluation
• Monitoring will be done through out the
project from first to last quarter each year.
• Monitoring team should include the project
manager and field officers.
• Evaluation will be done at the fourth and third
quarter of the first and second year
respectively.
• First quarter evaluation will be internal while
the second quarter evaluation will be

Monitoring and Evaluation • Monitoring will be done through out the project from first to last quarter each year. • Monitoring team should include the project manager and field officers. • Evaluation will be done at the fourth and third quarter of the first and second year respectively. • First quarter evaluation will be internal while the second quarter evaluation will be external.
