are important and

• Discipline means all forms of
corrective punishment other than
suspension or expulsion.
• Classroom disciplinary actions may
be imposed in lieu of or in addition
to school disciplinary actions.
• School disciplinary actions may be
in addition or in place of in-school
or out-of-school suspensions,
depending on the situation. School
administrators will decide on
appropriate disciplinary measures.

Section I. Intoduction
When a student is enrolled at
Monching National High School, he
submits himself and agrees to comply
with the rules and regulations of the
school. Hence, the student must read and
understand the contents and provision of
this code and continuously refer to it.
Ignorance of the rules and regulations of
the school is not an excuse from their
observance or penalty imposed for their
violations.

Section II. General Behavior
A student of MNHS is expected to
conduct himself becomingly, with dignity
and deportment at all times, inside and
outside of the campus.
The MNHS student therefore must;
a. be neat, clean, and decent in his
attire and in the use of language.
b. be punctual and regular in his class
attendance.

c. observe cleanliness and sanitation.
d. avoid acts which may embarrass
the school family.
e. respect fellow students, teachers,
and administrative officials.
f. be courteous and polite in dealing
with everyone.

Section III. Guidelines in Attendance
and Punctuality
Students are expected to arrive at
school and all classes on time everyday.
The following guidelines in attendance and
punctuality as stated in the paragraph 1.2
Section 1, Chapter III, Part IV of 2000
DECS Service Manual shall be observed.
a. Regularity of attendance and
punctuality are required in all classes. A
student who has been absent or has cut
classes is required to present a letter of
explanation from his/her parents or
guardians or to bring them to school for a

conference with the section adviser or
guidance counselor as the case maybe.
b. Attendance of students in special
holidays, activities relative to their
religion shall be allowed provided
permission of the school head is sought.
c. A students who incurs absences of
more than twenty percent (20%) of the
prescribed number of class during the
school year should be given a failing grade
and given no credits for the subject.

Furthermore, the school head may at
his/her discretion and in the individual case
exempt , a student who exceeds in the 20%
limit for reasons considered valid and
acceptable to the school.
Such discretion shall not excuse the
student concerned from responsibility in
keeping up with lesson, assignments, and
taking examinations where indicated. The
discretionary authority is vested in the
school head and may not be availed of by a
student nor granted by a faculty member
without the consent of the school head.

d. Habitual tardiness especially
during the first period in the morning
and in the afternoon shall not be
allowed . Teacher concerned shall call
for the parents of the student
concerned or visit him at home.
e. A student may leave the school
upon the class adviser/parent’s
request. The letter of request is
granted upon an approval from the
office of the school head.

f. Reporting to school after an illness.
The student must present an excuse
letter signed by the parent when he/she
is ready to attend classes. Any student
who gets sick with any contagious disease
like chicken pox, measles, sore eyes,
mumps and others are advise to stay
home. He/She is allowed to come to school
if fully healed.
g. Special test is given to students
who missed any summative test (quizzes,
long test, periodic test) with valid
reasons.

Section IV. School Uniform
An official uniform is prescribed for
economy and to avoid discrimination. All
students are required to wear their
uniform during school days and as required
during special occasions. Shoes are part of
the uniform. Girls are allowed to wear
sandals. For boys, white polo and any dark
pants are to be wear every Monday. Plain
white T-shirt & dark pant is required
every Tuesday,Thursday & Friday. Every
Wednesday is PE uniform for both.

All students are required to wear the
official school ID bearing their LRN in
the school campus.
The acceptable Haircut for boys shall be
at least 1 inch above the ear and 3 inches
above the collar line.

Section V. Disciplinary Action
The Guidance Counselor and the
Committee on Discipline are directly
responsible in supervising and
monitoring the behavior and conduct
of the students both inside and
outside the campus. They are tasked
with investigating reported cases of
rule infractions and imposing
corresponding punishment for
violations of the rules and conduct.

OFFENSES AND CORRESPONDING
SANCTIONS
Offenses are categorized into three
groups:
A.Major Offense: These are offenses
that do great damage to the person,
honor, and dignity as a human being and
to the school.
1. Immoral conduct in and out of the
school/Sexual Harassment
2. Possession/circulation of
pornographic literature and materials.

3.Membership in unrecognized
organization by the school such as
fraternities ,gangs, hazing in any form or
manner whether inside or outside of the
school premises.
4. Possession, use and pushing of
prohibited drugs, smoking and drinking
intoxicating liquor.
5. Carrying and concealing deadly
weapons, illegal possession of fire
arms/deadly weapons.
6. Vandalism or willful destruction of
school property;

a. writing on walls
b. tearing off pages of library
materials and books
c. breaking of windows, doors,
laboratory materials, etc.
d. tampering of bulletin boards,
displays and notices
e. destroying chairs, tables and
others.
7. Stealing in and out of school
8. Insubordination or open defiance
of school authorities, discourtesy towards

teacher and school authority or his
representative
9. Using the name, seal, and uniform
of the school for out of school affairs
without the official sanctions of the
school authority.
10. Participating as principal,
accessory or accomplice in the commission
of theft.
11.Instigating,leading, or participating
in concerted activities leading to
disruption/stoppageofclasses, disturbance
of peace and order and disturbing school
activities without justifiable cause.

12. Assault upon the person of a
school authority or his representative.
13. Tampering of school records
and/or documents, falsifying/forging of
signature of a person in authority or
parents in official communication
14. Smoking inside the school
premises.
15. Gambling of any form within the
school campus or its vicinity.
16. Bullying including physical,
emotional, mental and cyber-bullying

17. Writing or drawing on a fellow
student’s books and notebooks.
18. Borrowing without returning

investigation shall be subject to the

B. Less Serious Offense: These are acts
that hinder your proper growth and
development.
1. Fighting inside or within the
vicinity of the school campus.
2. Incurring ten consecutive
absences.
3. Habitual tardiness and absences
without valid reasons.
4. Not wearing school uniform
without valid excuses.
5. Violation of or conniving with
others to violate examination rules.

6. Failure to return borrowed
materials after repeated reminders.
7. Borrowing, lending ID/library card.
8. Leaving the school campus with an
exit slip or during class hours without
permission from adviser, guidance
counselor, prefect of discipline or office
of the principal.
9. Collecting money from others or
from fellow students inside or within the
vicinity of the school without permission
from school authorities.

10. Posting, publishing or making
announcements/ erasing what is written on
on bulletin boards without permission from
the proper authorities.
11. Habitual failures to give letters or
notices to parents coming from the school.
12. Habitual use of profane or improper
language.
13. Entering the school premises
through unauthorized point or place of entry
such as jumping over the school fence.
14. Bringing/ Drinking any alcoholic
beverage inside the school premises or

during activities authorized/sponsored by
the school;
14. Leaving the school premises not
passing through the school gate.
15. Entering the school campus under
the influence of liquor.
16. Fighting, causing injury to others.
17. Cheating
18. Refusal to display school ID
prominently and placing stickers and other
objects on school ID
19. Sitting on tables, standing on
benches as sitting with feet up and legs

20. Spending for personal use of
funds entrusted to him/her

adviser or subject teacher.

C. Minor Offense: These acts which seem
to be very insignificant but whose
observation is necessary for healthy
learning-teaching atmosphere and for your
protection. Violations under this category
include:
1. Improper/Incomplete uniform
• 2. Littering (plastic cups, bottles,
candy wrappers or any waste) inside the
school campus specially inside the
classroom and corridors

3. Irregular attendance due to:
cutting classes, loitering during class
hours.
4. Disorderly conduct during class
hours, assemblies, religious services, flag
ceremony and lowering, etc.
5. Inviting outsiders to loiter around
the school during class hours.
6. Going out of the classroom without
permission from the teacher.
7. Loud conversation and boisterous
laughter in areas designated for silence.

8. Malicious or intentional omission
of assigned tasks, duties, or
responsibilities.
9. Reporting to class without
notebook or books.
10. Public display of affection (PDA)
like holding hands, hugging, kissing,
necking, petting and fondling
11. Wearing cut-off jeans, ripped or
slashed clothing.
12. Wearing mini-skirt and short
pants during school hour.

13. Wearing of cap and the like inside
the school building specially inside the
classroom.
14. Wearing of earrings for the boys
and more than a pair of earrings for the
girls, outlandish hairstyles, painting of
tattoo, over accessories and body piercing
15. Loitering and staying inside or
outside the school during class hour.
16. Use of cellphones inside the
classroom and within the school campus.
17. Going to restricted places.

Commission of any of the mentioned minor
offenses shall cause the imposition of the
following:

NOTE: In all cases of suspension, a
written promise of future exemplary
conduct signed by the student and
counter signed by his parent/guardian
shall be required as condition for re-
admission.

Section VI. Creation of School
Discipline Committee
There shall be a committee, which
will handle major/less seriuos/ minor
offenses as stated in the 2000 DECS
Service Manual. They shall be composed of
chair, co-chair and member. The school
principal shall designate school disciplinary
officer. He/she shall also designate
curriculum chairman and class adviser per
curriculum year level.

6.1 Duties and Responsibilities of the
Shool Discipline.
The committee shall have the
following specific duties and
responsibilities.
School Discipline Officer as Chair-
He/she shall serve as prefect of discipline
within the curriculum year level.

• He/she shall investigate cases listed on
the offenses punishable by suspension
or expulsion depending on the
seriousness of the offense as stated in
Paragraph 1.1.2, Section 1, Chapter III,
Part IV of 2000 DECS Service Manual.
• He/she shall secure records with
confidentiality.
• He/she shall serve as mediator between
the offender and the aggrieved party.

Curriculum Chairman as Co-Chair-
He/she shall serve as co-prefect of
discipline within the year level in the
absence of School Discipline Officer
who shall investigate cases listed on the
offenses punishable by suspension or
expulsion depending on the seriousness
of the offense as stated in Paragraph
1.1.2, Section 1, Chapter III, Part IV of
2000 DECS Service Manual.

• He/she shall secure records with
confidentiality.
• He/she shall serve as mediator
between the offender and the
aggrieved party.
Class Adviser as Member
• He/she shall serve as liaison between
the school and the parents or
guardians.
• b) He/she shall write letters to call
the attention of parents or guardians

to invite for a conference.
c) Prepare the anecdotal report and
safeguard confidentiality.
6.2 Referral
All cases beyond the control and
expertise of School Discipline
Committee shall be referred to the
following offices and furnish copy of

referral form attached with anecdotal
report and other supporting documents
for more extensive supervision and
control.
Office of the Principal
• The case needs administrative action.
• The case needs for referral to other
government agency and private
institutions.

Office of Guidance & Counseling
• The client manifests deviant and
maladjustment behaviors.
• The client violates the school rules
and regulations in spite of signing the
behavior contract.
• The client needs to seek professional
help.

Section VII. Penal Provisions
• The school head have mandated of
authority, accountability and
responsibility for creating an
environment conducive to teaching and
learning within the school that is
he/she be the only deemed person in
authority. The principal as the school
head is therefore in power to
determine determine and execute the

necessary sanction mandated by the
school rules and regulations.
• In the exercise of discretion given to
the principal, all submitted reports and
recommendations by the various levels
of officers (guidance counselor, school
discipline officer, curriculum chairman
and class advisers) shall be considered
supportive and guidelines for proper
basis of judgment, fair and just
decision.

– Suspension. The violator may be
suspended for a fixed period. It will be
recorded in the student’s anecdotal
record.
– Expulsion. The violator shall be banned on
enrolment. His/her right to avail free
public education shall be terminated.

Section VIII. Miscellaneous Provisions
The School Code of Discipline Rules of
Procedure shall be subjected for
revisions depending on the need arise.
Future amendments shall be circularized
to all concerned. Any previous rules and
regulations in conflict with this School
Code of Discipline Rules of Procedure
are hereby rescinded. It shall take
effect starting school year 2014 - 2015
and years thereafter.

Section VIII. Miscellaneous Provisions
– The use of corporal punishment by
teachers (slapping, jerking or pushing
student about) imposing manual work
or degrading task as penalty; meting
out cruel and unusual punishment of
any nature; holding up a student to
unnecessary ridicule; the use of
epithets and expressions tending to
destroy the student self-respect and

the permanent confiscation of the
personal property of students are
forbidden. (Paragraph 1.1.2, Section 1,
Chapter III, Part IV of 2000 DECS
Service Manual)
– Under Section 10, RA 9211 known as
“The Tobacco Regulation Act of 2003,”
the sale or distribution of tobacco
products is prohibited within one
hundred (100) meters from the point
of the perimeter of a school, public
playground or any other facility
frequented particularly by minors.

– The organization of fraternities and
sororities is strictly prohibited.
Penalty for non-compliance is
expulsion of student. (Paragraph
4.3.3, Section 4, Part III of 2000
DECS Service Manual; DECS Order
No. 20, s. 1991; DepEd Order No. 7,
s. 2006).
– The following policies regarding the
prohibition on the use of cell phones
as stated in DepEd Order No. 83, s.
2003 shall be implemented.

• Ban on the use of cell phones by the
students during class hour.
• Educate students on the responsible
use of cell phones to prevent them
from engaging in misguided and
immoral activities.
-Article IV Section 44 of RA 9165
otherwise known as “The Comprehensive
Dangerous Drugs Act of 2002” provides
for the purpose of enforcing the
provisions of Article II of this act, all

school heads, supervisors and teachers
shall be deemed persons in authority and
as such are hereby vested with the
power to apprehend, arrest or cause the
apprehension or arrest of any person
who shall violate any of the said
provisions.
-The School Security shall be in-charged
for the monitoring of violators to school
rules and regulations. They shall advise
to report any untoward incidence and
irregularities to the proper authority.
Protocol should be observed.

Section 6, RA 6655, known as "Free Public
Secondary Education Act of 1988." provides
that “The right of any student to avail of free
public high school shall terminate if he fails
for two (2) consecutive school years in the
majority of the academic subjects in which
he/she is enrolled during the course of the
study unless such failure is due to some valid
cause.” (Paragraph 1.1.2, Section 1, Chapter I,
Part IV of 2000 DECS Service Manual). Due to
some valid cause means that the circumstances
for such failures may be attributed to reasons
beyond the students’ control such as illness,
family instability or environmental
disturbances (DECS Order No. 44, s. 1988).

– Under Paragraph b, Section 3 of RA 7877,
known as “The Anti-Sexual Harassment
Act of 1995” declared that any person
who directs or induces another to commit
any act of sexual harassment or who
cooperates in the commission thereof by
another without which it would not have
been committed, shall also be held liable.
– Enrollees are advised to attend
orientation and shall be signed to an
agreement during enrolment.
