What is the Schools and Libraries Program?The Schools and Libraries program, also known as the E-rate program, makes telecommunications and information services more affordable for schools and libraries in America. 
Benefits AvailableEligible schools and libraries may receive discounts on eligible telecommunication services, Internet access and internal connections (for example, network wiring).The discounts range from 20 to 90 percent, depending on the household income level of students in the community, and whether the school or library is located in an urban or rural area.

Summary of Strategic Goals The HISD LRSPT was developed to address the four key areas of the Texas Long Range Plan for Technology, 2006-2020; therefore, all goals and objectives presented in the LRSPT fall into one of four categories: Teaching and Learning

Teaching and LearningGoal 1:  HISD students will become technology literate and will acquire life-long knowledge and skills to be successful in the 21stCentury. Goal 2:  Assure equity and access to technology-enhanced curriculum and resources district-wide. Goal 3:  Promote responsible and appropriate technology use.
Educator PreparationGoal 4:  Create a roadmap to provide anytime, anywhere, professional development opportunities for teachers, administrators, and support staff to facilitate a technology-enhanced learning environment. Goal 5:  Increase the amount of training received by all educators on innovative and effective strategies for integrating technology into all areas of curriculum, instruction, and assessment in order to increase student achievement.
Leadership, Administration and Support Goal 6:  Develop a comprehensive, ongoing, Long Range Technology Planning process that includes input from all stake holders, meets all local, state, and federal requirements, and creates a positive district culture. Goal 7:  Encourage community interaction in HISD's educational programs in order to improve public support and confidence in schools. Goal 8:  Identify and implement instructional programs that extend instruction beyond the boundaries of the traditional classroom setting through the increased use of technology to provide additional educational opportunities to all students. Goal 9:  Provide technology tools to increase management efficiency and to support data-driven, sound, decision-making.
Infrastructure for Technology Goal 10:  Align the district’s enterprise level applications into a centralized, secure, integrated system that combines all data to provide a single, reliable, source for all departments. Goal 11:  Expand the reach and capacity of HISD’s network to provide a secure and robust infrastructure that supports teaching and learning with technology, as well as other district initiatives. Goal 12:  Create a strategy to optimize network infrastructure and the operation and management thereof, making it more agile, efficient, and secure. Goal 13:  Reduce the environmental footprint of HISD’s technology infrastructure.

  • 14. Plan PurposeThis strategic plan was developed to be readable and useable by all levels of stakeholders. Additionally, this plan was developed to allow the Houston Independent School District to receive the maximum benefit of the E-Rate program.
  • 15. The Plan is Usable In order to be used, understood, and embraced, the District’s plan must be usable by not only technology experts, but also by the wide range of professionals that make up HISD. To achieve this outcome, the plan has been drafted in a “drill down” format, allowing users to easily find key information and “drill down” to specific details, if desired.
  • 16. The Plan Focuses on Instructional and Business Needs The Technology and Information Systems Department understands, and embraces, their role as a service organization within in the District. Technology, and the department that supports it, exists to provide tools to increase efficiency and student outcome. More than fifty sessions were held to ensure that stakeholders and their needs are represented in this strategic plan.

Finally, everything within this plan has been considered within the context of two key questions: “Will this goal increase efficiency?” and “Will this goal contribute to student achievement?” This plan was developed by a core development team which included members of the Technology and Information Services department, the Curriculum, Instruction and Assessment department, and Kerry Consulting Group technology, leadership, and instructional experts
