Steve Craddock from Comcast gave a presentation at the Fall 2003 Voice on the Net conference in Boston about feedback from cable operators on PacketCable, VoIP, and VON. He notes that Comcast conducted early VoIP lab trials with IBM 7 years ago, PacketCable officially started 6 years ago, and major milestones in the past 5-4 years included his first attendance at VON, AT&T and Cox launching HFC Telephony, Comcast and Time Warner's first VoIP trials, and the release of the PacketCable 1.0 specification draft.
