UNEP Risøe Centre –

team of 27 economists and scientists.
Based on agreement between Risø,
UNEP and Danida. Located at Risø o
since 1990.
Mandate is to support UNEP in its
activities to incorporate environmental
aspects into energy planning and
policy worldwide, with a special
emphasis to assist developing
countries.
Legal Framework


•   The Legal basis is a Memorandum of Understanding (MoU)
    between UNEP, Danida and Risø DTU, Denmark.
•   The Legal status of the Centre is that of an administratively
    independent unit within Risø DTU – part of the Technical
    University of Denmark.
•   The MoU defines
    –   The roles, functions, legal status, governing bodies, and the
        broad framework for the management and activities of the
        Centre.
    –   The Centre has a distinct identity of its own, as both the
        Risø DTU and the Centre form a joint independent
        contractor to UNEP and other agencies.
Governing bodies of the URC


•   The URC governing structure consists of a Management and
    Policy Committee (MPC) and a Scientific Advisory Panel (SAP).


    –   The MPC comprises a representative from each of the 3
        signatories to the MoU and the Head of the Centre. (meets twice a
        year)
    –   The SAP consists of 9 international experts appointed by the MPC
        on a two-yearly basis, the Chairman of the MPC, and the Head of
        the Centre acting as Secretary to the Panel. (meets annually)
Responsibilities of the MPC


•   The responsibilities of the Management and Policy
    Committee (MPC) are:
       • Approve the detailed budgets, work plans and status
           reports of the Centre
       •   Review the results and performance of the Centre
       •   Review and approve any formal collaboration
           agreements and the use of sub-contract funding from
           the project budget
       •   Review and monitor projects funded by other
           sponsoring organizations to ensure compliance with the
           general mandate of the Centre
Responsibilities of the SAP


•   The mandate of the Scientific Advisory Panel (SAP) is to assist
    the MPC in exercising its overall responsibility by way of:

        •   Strategic advice on the directions for the Centre’s activities in
            the future, reflecting existing and emerging regional priority
            issues in energy and environment with due consideration to
            the general mandate of the Centre;
        •   Facilitation of links with national, regional and international
            institutions, which might benefit from or contribute to the work
            of the Centre;
        •   Scientific advice on existing programmes and projects; and
        •   Assessment of relevance, quality and impact of ongoing and
            planned activities

Centre Approach

•   Activities at the Centre are characterized by a
    common approach (with variations):
    –   Combining development of new analytical and scientific
        approaches with testing in practical pilot applications,
        integrated with capacity development at the national and
        regional levels
    –   Utilizing the analytical strength of being a research
        programme at Risø to support the UNEP — with its
        normative, scientific, analytical and coordinating mandate as
        the lead UN organisation on environment and development
Energy and Poverty

• Development and Energy in Africa – analytical
  activities:
   – Examining energy-development linkages in existing energy
     projects and designing energy projects that impact better on the
     development process (MDGs)
   – Improving social and economic impacts of rural electrification
   – Developing implementation strategies to enhance access to
     affordable energy services for poor communities
Energy and Transport Policy

•   Providing support to the Forum of Energy Ministers of
    Africa (FEMA)
    –   Institutional support, work program development and
        fundraising
    –   CSD input
    –   Regional conference
•   Transport policies in Latin America - NESTLAC
•   UNEP Bioenergy initiative

    –   National bioenergy strategies
    –   Assessment of broad economic, social and environmental

Renewable Energy Financing


•   Implementing Renewable Energy Financing projects with
    financing institutions

    –   Working directly with stakeholders; vendors, banks,
        governments and end users
    –    Addressing risk perception of finance institutions
    –   Awareness raising and technical support

Implementation of Loan Programme for Solar Home
Systems (SHS) in the State of Karnataka
(India), 2003 - 2006
• Before: many SHS vendors, small total sales,
    no bank lending
• consumer finance programme offered through
    Canara bank and Syndicate bank, interest rate
    subsidy, 18,000+ systems financed, other banks

   starting to lend
• After: subsidy phased out, many other banks started to lend.
• Access to financing for SHS.
• Technical support, financial support, and awareness raising are
   major components of the programme. Active stakeholder
   involvement in decision making has been a key strategy.
Similarly, through MEDREP project, Solar Water Heating Systems
   project is being implemented in Tunisia quite successfully.
Carbon Finance & Promoting
            the Clean Development Mechanism
                          (CDM)
Major Activity Areas:
•   Human and Institutional Capacity Building
    – One of largest and most known capacity building programs in field
    – Global reach, but core focus on least developed countries
    – Generally investor-neutral, i.e., not connected to actual credit purchases

•   Development/Piloting of Demonstration CDM Projects
•   Methodologies, Guidebooks, and Policy Analyses
    – Series of ‘how-to’ manuals for CDM project development
    – Discussion papers, analytical contributions to UNFCCC process
•   Market Surveillance & Information Dissemination
    – CDM Pipeline tool has become one the key ‘open source’ information
      tools for monitoring developments in the market

Session2 danida presentation

  • 1. UNEP Risøe Centre – Energy, Climate and Sustainable Development International and Danish research team of 27 economists and scientists. Based on agreement between Risø, UNEP and Danida.
