Sharing and Reuse of e-Services at a large scale in
Spain, challenges ahead

Good morning, Ladies and Gentlemen,
I appreciate very much the invitation to speak here today in this ISA2
Sharing
and reuse Conference 2017.
My talk is about “Sharing and Reuse of e-Services at a large scale in Spain,
challenges ahead”. This subject has to do with the recommendation 36 of the
new European Interoperability Framework. So, in this presentation we will see
why, how, challenges and the way ahead.
1. Sharing Services at a Large Scale, Why
Look, the public sector in Spain has a considerable size: the General State
Administration, 17 regional governments and 2 autonomous cities, plus over
8,000 municipalities, public universities and other entities under public law. As
you can imagine the scenario is quite complex. This means we have to cope
with complexity and diversity like in many other countries.
There are front runners and those who lag behind, because of unbalanced
resources (human resources, technical skills, budget…)
2. Sharing Services at a Large Scale, How
So, how to break this gap? How to take as many public bodies as possible to
the front line? How to do this by avoiding a long and painful path?

Well, through the combination of the following aspects: a bit of legal
framework, together with agreements, plus paying attention to certain
semantic aspects and taking advantage of the possibilities offered by current
technology, and without forgetting security aspects.
Legal
The main functions or pieces (or links) of the value chain to provide
eGovernment services are identified and supported in legal framework.
Also the legal framework promotes the reuse; and, in particular, it foresees
the adhesion of Public Administrations to the platforms provided by the
Central Government.
Organizational
Agreements have been signed with regional governments on the use of
the basic eGovernment services.
Local entities adhere to the agreement signed by their corresponding
regional government.
Also with Public Universities (through their association, CRUE).
Semantic
Here is a lot to be done, without any doubt.
But it has been crucial the coding of ‘administrative objects’ like
administrative units and services; as well as the Metadata Schema for
electronic Documents.
And the specification for the Data Intermediation Platform (for Once Only
Principle purpose).
Technical
The use of cloud services has been a golden opportunity.
There is a catalogue of services, many of them available as cloud
services. These services support the functions of the value chain
mentioned above.
And in many cases choices are offered (also depending on the type of
service): as cloud service, as web services, local installation, and light
client.
Security

We are promoting the protection of information and services managed by
entities of the Spanish Public Sector by means of the National Security
Framework, in place since the beginning of 2010.
3. Sharing Services at a Large Scale, challenges
Challenges evolve and they don´t remain the same along the time.
At the moment the main challenges have to do with the following issues:
sustainability, support, conditions of use, quality and security and keeping
complexity under control.
Sustainability
A critical issue now is to sustain the pace of growth: services, entity users,
transactions, end users, storage needs…
Users ask directly: “Are you going to survive the success?”
Support by a large base of different types of users
Users with different profiles and that require adequate support.
There are two main targets here:
o Provide support to developers and integrators.
o Also to end users, closer to the user entities.
Conditions of use (talking about payment)
These common services/platforms are provided for free to public bodies.
Although separate agreements for payment when storage is needed have

over last year's. Indeed, Spain scores the highest in Open Data and it is one
of the EU countries with the highest online interaction between public

linked to the law 18/2015 which ensured data re-use and data transparency1
