Introduction  –  Status Smart Metering in the Netherlands Note [1]:  Dutch Smart Meter Requirements Pilot phase Dutch regulator is preparing legislation for  smart meter roll-out Legislation has been delayed because of political & public debates about: privacy & security customer freedom for acceptance ‘ limited’ functionalities of a smart meter  Debated changes might result in a new DSMR 1  release Time Line of Smart Meter - Preliminary 2011 2010
Introduction  –  Status Smart Metering in the Netherlands 1 st  evaluation 2013 2012 2 nd  evaluation 01-07-2011 Basic roll-out  (test phase ) As a result of the debates a ‘test phase’ including two evaluation moments is introduced One of evaluation criteria during this phase is the energy saving potential for customers In Q3/Q4 2010 Dutch government will decide about smart metering roll-out. This decision might influence the preliminary time line Time Line of Smart Meter - Preliminary Pilot phase 2011 2010

Introduction  –  Project Approach Debates about ‘limited’ smart meter functionalities Evaluation criteria in test phase a.o.:  energy efficiency & energy savings Association of Dutch DSOs initiated a working group for customer interface (P1) Working Group Project  approach of working group 1) Determine needs Stakeholders consultation in round tables Possibilities to facilitate energy saving  for smart meter customers 2) Define needs in use-cases Additional functionalities for customer interface (P1) & decentralized generation 3) Analyze impact Analysis of impact on market parties Determination of benefits & costs of add.  functionalities 4) Analyze changes for DSMR Analysis of changes on current smart metering architecture Registration of changes for DSMR 5) Evaluate position & next steps Defining current position & next steps in roadmap for  consumer interface

Additional   functionalities   – Power supplied P1 interface Rationale for power supplied P1 interface A major evaluation criterion will be the amount of energy savings Easy accessible feedback is key in reaching energy savings This implies an user interface which is understandable for everybody… …  and a plug & play display that can be installed wireless Such a display might be an incentive for better customer acceptance A power supplied P1 interface with RF dongle facilitates above mentioned The costs of a power supplied P1 interface are justified by the benefits of energy savings High-level business case

Roadmap  – Smart City Pilots: Geuzeveld & West-Orange Smart City Pilots Pilot Geuzeveld Smart technologies are tested that should change household’s energy use Goals are to lower C02 emission & diminish energy consumption by creating awareness Roll out of more than 500 meters  2 different in-home energy feedback systems with displays First displays already installed Large roll-out of displays in September Pilot West-Orange Roll out of 500 smart meters with display Both with GPRS and PLC meters First 50 displays already installed Roll-out will be finished in November
Roadmap  – Testing of P1 displays P1 devices project Objective is to demonstrate possibilities of P1 devices to: give customers insight in their actual energy usage support future applications, such as influencing the energy usage of customers by giving them price information Realization of a demonstration show case for above objectives Dutch Test Centre Manufacturers of different countries demonstrate their experience with in-home displays P1 displays for Dutch market (according DSMR v3.0) are tested in Dutch Test Centre
