This document discusses strategies for redesigning rural development in Latin America. It notes that current rural development models have lagged behind changes in poverty and opportunities. It identifies four key qualitative changes in rural poverty: increasing differentiation between marginal and favorable rural areas; major changes in employment and income sources; important demographic shifts; and persistent local inequalities. It also outlines six new opportunities for rural development from globalization, economic integration, decentralization, social capital formation, environmental services, and some localized success stories. The document proposes a territorial approach to rural development with five dimensions: defining regions; institutional transformation; productive transformation through infrastructure, finance, and competitiveness projects; and concentrating on both marginal and favorable rural areas.
