This paper presents a novel software defined network (SDN)-based controller system aimed at optimizing traffic management within intelligent transportation systems (ITS) by leveraging vehicular ad-hoc networks (VANET). The proposed model utilizes both local and global traffic data to enhance decision-making for vehicle clearance at observation points, while allowing for distinct signal relaying to different vehicles to improve traffic flow. The framework addresses existing challenges in ITS implementation, including reliability, connectivity, and dynamic traffic conditions, offering a more scalable and efficient management solution.
