This document discusses the need for a standardized method to assess and compare the total lifetime carbon dioxide emissions of different development options for buildings. Existing assessment methods like BREEAM and LEED only evaluate emissions partially and do not account for emissions from construction, long-term operations, maintenance, and decommissioning. The author argues that being able to accurately compare total lifetime emissions across options is important for decision makers, and outlines key questions around accuracy, system boundaries, and discounting of future emissions that must be addressed to develop reliable assessment guidance.
