Established by the European Commission
• The ERC supports the principle of open access to the
published output of research, including peer-reviewed articles,
monographs, data and data related products such as computer
codes, as a fundamental part of its mission.
• The ERC considers that providing free online access can be
the most effective way of ensuring that the fruits of the
research it funds can be accessed, read and used as the basis
for further research.

(21 March 2016)
Statement on the Berlin "Expression of Interest in the Large-
scale Implementation of Open Access to Scholarly Journals"
"[T]he ERC strongly endorses the policy that informs the
Expression of Interest. Since ERC resources are not used directly
to fund subscription costs, we are not in a position to subscribe to
the pledge formulated in the document. However, via its own
policies, the ERC aims to contribute to the goals set out in the
Expression of Interest."
 Strong support – with caveats (not only gold and green,
disciplinary differences, long-text publications, …)

• ERC rules closely aligned to the rest of Horizon 2020 –
Article 29.2 of the Model Grant Agreement
• Applies to all peer-reviewed publications related to results from
the project, including monographs, book chapters etc.
• Immediate deposit, open access within 6 months (12 months
for publications in social sciences & humanities)
• Underlying data should be deposited at the same time
• Open license (e.g. CC-BY) encouraged (not mandatory)
• Use of disciplinary repositories recommended, where available

discipline specific / recommended open access repositories
 ERC financial support to Europe PMC, arXiv and OAPEN
• Significant costs for APCs/BPCs, incl. after the end of the grant
 Open access costs eligible under the grant while it is ongoing
 Annotated Grant Agreement: relaxed rules after the end of the grant

monitoring
 Problematic: cases where neither ‘gold’ nor ‘green’ OA with acceptable
embargo periods available
 Crucial: clear and reliable information on OA options and self-archiving
policies easily accessible on publisher website
 Helpful: Direct deposit of manuscript to repository
 Goes without saying: if OA has been paid for OA must be provided…
 Important for monitoring: correct funding information in metadata

 Supports the underlying principles – value for money must be delivered
