- 3. Introduction to eInvoicing in Public Procurement in Greece European Directive 2014/55/EU on electronic invoicing in public procurement. Transposed in the Greek Legal Framework with Law 4601/2019. European Standard on eInvoice semantic data model (EN 16931- 1:2017). Joint Ministerial Decision for adopting the Four conner model interoperability architecture of PEPPOL eDelivery network (GG 2338 B' 02-06- 2021) (Universal Business Language (UBL – ISO/IEC 19845)). Joint Ministerial Decision further specifying eInvoice semantic data model in public procurement (GG B '2425 18-06-2020).

- 5. Current Status of Components All necessary developments in the Interoperability Center for receiving a e-Invoices and distributing to the Contracting Authorities are completed and tested. Two horizontal systems for handling eInvoices are ready a) Public Investment fund projects, 2) Central Government expenditures. Web Application for visualizing eInvoices and communicating with Suppliers/Contractors is operational ready. Pilots are still in progress, Hospitals, Municipalities etc. E- invoice web portal is operational. https://www.gsis.gr/e-invoice There are 2 eInvoicing Services Providers ready to handle B2G e-invoices. They have been compliant with Taxation and Public procurement requirements. Two more will soon be ready.

- 7. Conclusions European Initiatives facilitate eInvoicing in public procurement e.g. OPENPEPPOL www.peppol.eu eInvoicing service providers association https://eespa.eu/. Alignment of the European Standard specifications with the national rules for public procurement and accounting practices is a prerequisite. Engagement of the stakeholders is crucial. The solution is depended on the existing organizational structure of each Member State. Suppliers/contractors are reluctant due to the changes in their usual everyday practice and internal accounting procedures.
- 8. Challenges – Next Steps eInvoice service provider market is still in its infancy In Greece i.e. dissemination and training activities are required. Supplier/Contractors should have concrete benefits in order to be motivated. Fine tuning for the withheld amount in Public Procurement is required. Further exploration of the needs for special types of services and goods for eInvoicing is needed. National Recovery and Resilience Plan has set eInvoicing as a priority in Greece.
