This document discusses open standards and standardization in Europe. It notes that open standards are important for efficiency, innovation, and preventing lock-in. However, standardization in Europe is outdated and the digital agenda needs to catch up. It argues that leadership is needed from below through collective action, balance, leading by example, and building consensus. Solutions proposed include recognizing standards from forums and consortia, implementing the digital agenda's openness policies in procurement, and using the EU's role as a procurer to strategically migrate to more open standards over 10 years through cooperation across sectors.
