OVERVIEW OF OIL HANDLING OPERATIONS
Training Goals
 To learn the basic description and characteristics of the pipeline
 Understand the leak detection and monitoring systems
 Overview key maintenance components on the pipeline
Description
 Starts at pump station near jet fuel tanks 30002 and 30003
 Ends at the Air Force Base fuel depot
 Length is 14.25 miles long
 Diameter 6’’
Description
 Isolation Valves are located at mile post 2.5 5.1 and 10.0
 Valves are generally only operated on during pipeline maintenance
activities
 Overpressure protection of the pipeline by pressure relief valves located
along the pipeline
 Pressure relief valves are small ¾” thermal relief valves designed to protect
the system from thermal expansion over-pressurization
Description
 The receiving facilities at the air base are protected from excessive transfer
pump pressure by a reverse check valve that automatically closes if the
transfer line pressure at the air force base exceeds 120 psi
 This will shut down the pipeline transfer pumps
 The pumps are designed to shut down in case of high vibration, low
pipeline pressure, and additive injection malfunction.
Leak Detection
 Monitoring key variables for both the jet fuel transfer mode and the static
mode
 During transfer operations, the key leak detection variable is the jet fuel
transfer volume difference
 Measured at the refinery pump station and at the air force base
Leak Detection
 Shut down the transfer and immediately check the pipeline operation if the
volume difference exceeds 2,000 gallons
 The U.S. Oil pump station monitors the pressure and alarms conditions
occur for any pressure drop exceeding 15 psi
 A drop in pressure will trigger an immediate check of the jet fuel volumes
transferred.
Monitoring Mode
 Monitoring the static pressure of the line
 Isolated at both ends and maintained at a minimum of 200 psi
 Unexplained pressure drop in excess of 15 psi will result in an alarm
Pipeline Maintenance
 The Cathodic Protection System-
 Equipped with an impressed current cathodic protection system for the
entire length of the pipeline
 Key system components consist of a rectifier, well-type anodes, and
cabling necessary to connect the system components.
 Periodic testing is required to determine if the cathodic protection is
optimized for best performance.
Pipeline Maintenance
 If the system is under-protected, corrosion damage could occur, while
over-protection could result in damage to the protective coating on the
pipeline
 A complete history of the system in the form of records and previous
measurements, along with a complete set of schematics of system
components provide a baseline for comparison to future measurements
and are useful in troubleshooting any system problems
