Tank Construction and Compliance • Tank are constructed to be compatible with the products being stored • Physical conditions of material are taken into account i.e. weight and temperature • All hydrocarbon storage tanks are of welded construction and were constructed to the requirements of API 650 in compliance to U.S. Oil policy
- 4. AutomaticTank Gauging Equipment • Automatic tank gauging equipment is used on 69 tanks in the refinery • The tanks are monitored through Fuels Manager® which is a liquid asset management software program • If any of these tanks comes within a three feet of the top angle a high level alarm occurs • A backup common high level alarm is also activated in the NET 90 central control room to notify the operator.
- 5. RemoteTank Gaging on 33Tanks • The 33 tanks have product run down and gasoline blending • They have a high activity rate • If the level comes within four feet high level alarm sounds • Second alarm notifies the lead operator
- 6. IndependentTank Gauging System • 15 tanks have independent high-level alarm system • System is PLC based and has local HMI • Gasoline blend area tank alarms go directly to the central control room Bailey Net 90 system on a common trouble alarm • Tank specific alarms go to Fuels Manager

Tanks #901, 8503, 35001 and 30004, • These tanks have a separate remote tank gauging system and a high level alarm system • There are located at the Marine terminal • They notify the dock operator • Alarms are sent to the Dock 1 shelter • Readings are also displayed on the MarineTerminal remote gauging system

Additional Protection Secondary Containment Facilities • Permanent and portable oil storage tanks are provided with secondary containment berms to prevent any spilled oil from reaching waters of the state • All secondary containment berms meet or exceed the requirements set forth in NFPA standard 30 for the sizing of containment, including sufficient freeboard to allow for storm water.
