Initial Situation 
When an Internet application does not work as expected, how can the end user tell if the problem is caused by its own connection, application or other problem? 
Transparency has always been and will continue to be an essential component to the success of the Internet. Having that in consideration and since ICP - ANACOM’s main purpose is to ensure that everyone is well informed about the performance of their broadband connections and takes full advantage of the contracted service, the entity felt the need to monitor and validate the QoS provided by Internet operators under ICP - ANACOM’s jurisdiction. 
Solution 
Ubiwhere developed the solution named Net.mede Pro. This is an innovative project - the development of a platform for monitoring the QoS for Internet access, based on a system of open participation, able to extract metrics based on a set of tests performed by the end-users in residential environment. Ubiwhere provided the solution based on a high level of engineering expertise, as well as User Interface (UI) designers. 
Hence, the QoS Measurement System will measure a set of QoS parameters for Internet access provided by an ISP in a region or country. The platform is based on a system of open participation that allows any citizen with Internet access to evaluate in a simple, safely and accurately way a set of technical parameters related to the service provided by the end user ISP. Subsequently, the platform reports the measurement results to a centralised system. 
Ubiwhere developed the Quality of Service (QoS) Measurement System for Internet Access 
ICP - ANACOM (National Communications Authority) regulates and supervises the electronic and postal communications sector in Portugal, providing national representation at various international forums. Promotes competition and protects the interests of citizens, ensuring the provision of clear information and transparency in terms of tariffs and conditions of use of services. It also works for the development of communication markets and networks.

ICP - ANACOM wants to ensure that everyone is well informed about the performance of their broadband connections and takes full advantage of the contracted service. 
Solution 
The QoS Measurement System by Ubiwhere is based on a system of open participation, able to extract metrics based on a set of tests performed by the end-users in residential environment. 
Result 
By using this software solution, ICP - ANACOM will ensure that responsible companies will provide a service that fulfils at least the minimal requirements in terms of quality and monitoring of signal.

The key features are: 
 Customer Self-care and Administration Web platform: 
o Differential access profiles; 
o User connection history (with KPI); 
o Comparison between customer’s Internet connections and equivalent ISP services in their area; 
 Proprietary mechanisms to identify the uniqueness of an Internet access; 
 Generation of statistical reports; 
 Application for desktop (Windows, MAC OS and Linux) and mobile devices (Android and iOS); 
 Real time measure of the following network indicators: 
o Latency, jitter (packet delay variation) and pack loss; 
o Download/Upload speed; 
o Net neutrality; 
o Web page load time. 
Result 
This project has been developed to ensure that responsible companies will provide a service that fulfils at least the minimal requirements in terms of quality and monitoring of signal. 
The regulatory authority has the necessary tools to apply the appropriate penalties to suppliers that are breaching the contractual rules and help users make more assertive choices when choosing an Internet service. 
The solution will increase the end users confidence and satisfaction with the operators, ensuring that the contracted services are respected. 
Ubiwhere was able to provide the evidences on all performed activities with excellent results regarding its quality and on-schedule deliveries.
