It outlines plans to develop and secure educational content according to standards, load materials for pilot schools and winners to use, and assure quality through specialists. It also describes registering and sharing materials on the EDUNET platform for schools and organizations to offer. The goal is to enrich textbooks by offering learning materials connected to them, as well as a diversity of content types and a mobile service environment for teaching and learning anytime, anywhere. Barriers and needs are identified regarding language, software and media literacy, developing teaching models, improving ICT awareness, advanced classrooms/schools, usage standards, copyright laws, and sustainable policies and budgets.
