The Constitution created: political institutions
(Executive, Legislative and Judicial branches)

It created: the rules for politics and policy making

     What is public policy? Actions taken by government
     to solve problems/improve life for citizens, e.g.
     Social Security, Welfare

Constitution created the many rules that limit
government action (Madisonian Model)

      Most of these limitations are in place
      because they protect liberty and open the
      system to a broad range of participants, e.g.
      Civil Rights Movement
The constitution and the scope of

The individual is reinforced at every turn

Almost any group can have their demands heard

BUT, it encourages stalemate

    “Politics as usual”
