Meter Replacement Project for Electric, Gas, & Water Meters
• Pilot Scheduled Starting in January 2014
• Pilot included ~60,000 Meters
• Touch point at every meter location
Wanted to gather digital data during installation
• Attribute Information About the Meter
• CIS Identifiers
• GPS Coordinates
• Install Date
• Installer Name
Wanted Up to 6 Pictures at each Meter Location
• Old Meter
• Empty Socket with Meter Removed
• New Meter After Installation
Desire to Use Lightweight Devices
• Ideally iPads or other Tablets
• MLGW already owned 50 iPhones that could be used
Use New Data To Enable MLGW Processes & Systems
• Future Service Visits
– Data and pics available in back office prior to site visit/work
• Customer Complaint Management
– Validate the jobsite at completion of work
• Geographic Information System (GIS)
– Meter Points added automatically to ArcGIS/ArcFM
• Customer Information System (CIS)
– Interface to CIS to pass back coordinate information and track
completion progress
Short Timeframe
• November 2013 – Targeted Project Start
• January 2014 – Ready for Production Pilot
MLGW Evaluated Several Different Solutions
• Originally Looking at non-GIS solutions
– Required New Licensing + Implementation
• MLGW GIS/FIS Team Was Consulted
– Existing Esri ELA for Licensing
– Enterprise Esri Implementation Recently
Completed with ArcSDE and ArcGIS Server
already in place
MLGW GIS Team Asked SSP for Options
• SSP was just wrapping up a 5 year GIS conversion / rollout
• Implemented Enterprise Solution
• Familiar with MLGW Team and Processes
• ArcGIS Online Expertise at Other Utility Customers
Esri Solution Offered:
• Leverage Existing Investment in Esri GIS Technology
• Licenses covered by ELA
• Allows for a very quick implementation
MLGW IT Dept. Had Stringent Requirements
• Would not open outside ports to internal servers
• Would not host data in the cloud
• Had a complex DMZ (pretty locked down for a DMZ)
• Did not want authoritative GIS data available via internet

Using ArcGIS Online for Meter Replacement Project
The following key benefits were realized
• Project completed in approximately 2 weeks
• Low cost to implement = significant ROI
• No additional licensing cost
• Architecture met IT standards
• User adoption was easy via Esri iPhone app
• Collected data was accurate
• Collected data was immediately available in back office

Editor's Notes

  • #2: Memphis Light Gas & Water embarked on a project to replace their legacy electric, gas, and water meters throughout their service territory. As part of the project, MLGW wanted to gather additional data about the new meters as they were installed to enable other processes within the organization including future service visits, customer complaint management, service planning, and of course, GIS. MLGW partnered with SSP Innovations to roll out an ArcGIS Online solution to allow the field crews to collect the GPS location of the meters, some basic attribution and up to 6 pictures detailing the old meter, the empty socket after the meter was removed, and the new meter after the installation was completed. The project was completed in a short two week period and subsequently rolled out to 50 field users via iPhones. This was a fast and successful implementation which allowed MLGW to reap the benefits of the technology with a significant ROI. In this session we will cover the business drivers for the project, the architecture of the solution, and show a demo of the WebMap on an iPhone!
