Scenario:
1. Around 47% graduates aren’t employable in any
role/sector in the knowledge economy.
2. There is lack of exposure to computers in Tier
II cities, and almost negligible exposure in Tier
III cities. This means that the benefit of IT
revolution and the enabling power of
computers and Internet has not been adequately
percolated down to smaller cities and regions.
3. English has emerged to be biggest problem area
with the graduates with drops in it being the
highest. Considering the importance of English
in today’s global market, the possession of this
skill is indispensable.
4. Colleges in non-metro cities have lower
employability across all sectors. The
percentage difference in employability between
metros and non-metros for different sectors
ranges from 29% to as high as 80%.
5. Despite being employable, students from
lower ranked colleges have no way to signal
their employability to recruiters who end up
recruiting only from reputed colleges and
universities. Not only does this begets
economic inefficiency, but brings in unfairness
for the student.

How does this system work?
The regulating committee
has the duty of selecting a
set of primary institutions of
excellence for every field.
These institutions are better
known as Utkrsta
Sansthaan.
These institutions will
be instructed in the
needs and the wants of
the universities by the
Regulating and Review
Committee.
On the basis of this,
these institutions will
compile data and
make modules, with
the help of in-house
as well as guest
faculty, regarding their
area of expertise.
The modules will mainly deal with
imparting certain skills, for example the
ones given in the previous slide,
through video tutorials, study material,
tests, practical guides, personality
assessment tests and other forms of
guidance.
These modules will then be
electronically distributed to all
the institutions- public, private,
state based as well as national
institutions.
Career Counselling:
This service will be provided to the youth after
the matriculation level. Qualified counsellors
will be recruited by the schools, on a
compulsory basis, to guide the students
regarding the job market and the consequences
of the different subject selections. These
counsellors in turn will be trained by eminent
ex-professors, businessmen and professionals
from different field through nation wide
workshops.
Workshops:
Workshopswill be held in every state to train
the faculties of different universitiesin the
intricaciesof the system. They will be trained to
impart the knowledgegiven in the modules in a
better manner. Innovativemethods will be
taughtto help them make this project a success.
The duration of the workshop will be subject to
the particularskill or module being addressed.
The faculties will then be tested at the end of
these workshops. Prizes and certificateswill be
given to incentivize this process.
Internships/Training Programs:
Internshipsor training programs will be made
compulsory for every field. This will encourage
a thorough learning of the subject as well as
allow them to practicallyapply all that they
have learnt. The duration and specifics of the
internshipwill be different for the different
fields. Internshipswill also serve as a great
opportunityto grab job offers before being
released in the market.
Aptitude Tests:
Aptitudetests for each particularkind of skill
will be sent along with the modules. These tests
will be taken by the studentsevery year which
will help in projectingthe actual scenario and
assessing whether there has been any substantial
attainmentof the short term goals related to this
issue.
What sets this
project apart?
Budget of the Project
Salary of the eminent members will be decided by the Ministry of HRD at the centre
and the other staff which includes invigilators and others will be taken and selected
from various universities across India and they will be given remuneration in the
form of travel expenses and other miscellaneous expenses
• Regulatory committee- Total cost -15, 00,000 p.a
• Other staff (as required) Regulatory committee– 35, 00,000 lakh per annum
The officers in the state shall be directly selected from the best professors in the
state universities and will be given remuneration in the form of travel expenses and
miscellaneous expenses .
• Review committee Total cost – 10,00,000 p.a
• Establishment of servers in the respective Utkrsta Sansthaans.
• Total cost: 10-15 crore
• Maintenance and other expenses:
• 50, 00, 000 lakh/ p.a
Revenue from the project
All the private universities willing to connect themselves through this network will
have to pay yearly fees of 1, 00, 000 Rs. p.a
This will generate a revenue of around 50 crore annually for the government
exchequer and the universities performing well shall be incentivized in the form of
relief in the fees.
