All concerned employees, Branches and Hubs of SMBL shall
maintain confidentiality of WeBOC User IDs and Passwords. They
shall be responsible for any un-authorized use of their User IDs
as per provisions of Chapter XVI-A of the Customs Act, 1969 and
rules made there under. Further, for all foreign exchange related
purposes, all functions performed in WeBOC through User ID of
an Authorized Dealer will be construed to have been performed
by the Authorized Dealer itself.
CPU Role:Upon receipt of request for addition or deletion of AD
branches in WeBOC, CPU will get it signed from Country Trade
Head and C.O.O. and forward the same to the Director, Foreign
Exchange Operations Department (FEOD), State Bank of
Pakistan, Banking Services Corporation (SBP-BSC), Head Office,
Karachi

Form-I Automation is incorporated in the Pakistan Custom’s
electronic system called Web Based One Custom (WeBOC).
The planned system creates linkages among all the
concerned stakeholders in Pakistan. It reduces the time
consuming manual reporting/ correspondence among the
stakeholders.
•Import of goods into Pakistan is regulated by the Ministry
of Commerce, Government of Pakistan, under the Imports
and Exports (Control) Act, 1950
•Applications for remittance against imports into Pakistan
should be made on Form 'I' which should be signed by the
importer or his authorized agent
Electronic Import Form (EIF)

• EIF is a tool used by the government to monitor the source and
outflows of foreign remittances and checks the goods that are
imported without foreign exchange through the State Bank of
Pakistan. Designated branches of the commercial banks are
authorized to issue ‘Form-I’ on application by the importers.
• Electronic linkage of Custom’s Computerized System (WeBOC)
with the commercial banks for the submission and verification of
Form ‘I’ is an important initiative of the Pakistan Customs and
State Bank of Pakistan.
• This initiative will help in prevention of import related frauds
and provide direct interface between Customs and the Form ‘I’
issuing banks

• In order to import goods into Pakistan, all importers shall be
required to submit EIF request through their WeBOC User ID to
any Authorized Dealer of their choice in Pakistan. The request
for EIF shall be submitted electronically by the importer and the
AD shall approve or reject EIF electronically in WeBOC. User
Manuals for issuance of EIF through WeBOC for importers and
ADs are attached as Annexure-I & Annexure-II respectively.
• The Goods Declaration (GD) for import of goods cannot be filed
with Pakistan Customs unless the approved EIF has been
attached with respective GD. The import payments shall be
recorded in EIF module by the concerned AD through Bank Debit
Advice (BDA).

• Authorized Dealers shall continue to perform CDD/KYC of
the importers, being their account holders/customers, as
per applicable instructions. The Managers/Proprietor/
Partners/Directors etc. of the concerned company/firm etc.
(importer) submitting EIF request, will be held responsible
severally and jointly for the import of goods into Pakistan
in line with applicable rules and regulations/procedure.
• b) Authorized Dealers may refuse to further approve EIF in
case of outstanding import bills of an importer.

a) The importer can amend EIF request before it is approved
or rejected by the Authorized Dealer. Once Authorized
Dealer has approved or rejected EIF, it cannot be amended
by the importer.
b) Authorized Dealer can amend value, quantity, price, validity
etc. of the approved EIF upon request by the importer with
appropriate documentary evidence/details to the
satisfaction of the Authorized Dealer.

a) Importer can cancel EIF request before it is approved by the
Authorized Dealer.
b) Authorized Dealers can cancel approved EIF before
submission of Bank Debit Advice (BDA) or attachment with
GD.

a) If no action is taken by Authorized Dealer on EIF request submitted by
the importer within 15 days, it will automatically expire in WeBOC.
b) Expiry date of the EIF should commensurate with the related
documents i.e. contract/LC.
c) In case of advance payments, the expiry date of the EIF must be within
four months from the date of advance payment except for cases where
approval from SBP has been obtained for extension in period for
submission of shipping documents. In this case, SBP approval number
and date must be mentioned in ‘Remarks’ column.
d) If EIF is not used before the expiry date, it will automatically expire in
the system. The expiry date of the EIF may be enhanced by Authorized
Dealer upon request by the importer after getting appropriate
documentary evidence for the same.

• Form ‘E’ or the ‘Form of Export’ is a mandatory
requirement for all commercial exports from Pakistan. It is
a control instrument through which the government
monitors the source and inflows of foreign remittances and
checks the goods that are exported without foreign
exchange through the State Bank of Pakistan. Designated
branches of the commercial banks are authorized to issue
‘Form-E’ on application by the exporter.

• Electronic linkage of Custom’s Computerized System (WeBOC)
with the commercial banks for the submission and verification of
Form ‘E” is an important initiative of the Pakistan Customs and
State Bank of Pakistan. This initiative will help in prevention of
export related frauds and provide direct interface between
Customs and the Form ‘E’ issuing banks.
Exporter’s Due Diligence by Authorized Dealers
• Authorized Dealers shall continue to perform Customer Due
Diligence (CDD)/Know Your Customer (KYC) of the exporters,
being their account holders/customers, as per applicable
instructions. The Managers/Proprietor/ Partners/Directors etc.
of the concerned company/firm etc. (exporter) submitting EFE
request, will be held responsible severally and jointly for
repatriation of export proceeds into Pakistan.

a) The exporter will submit Form-E request electronically through
WeBOC to an A D at a branch of its choice. The AD/branch, as chosen
by the exporter, will electronically approve or reject Form-E request .
b) After electronic approval of Form-E by the Authorized Dealer, the
exporter will attach EFE in WeBOC with Goods Declaration (GD) Form
to carry out export of goods for which Form-E has been approved.
b) The serial number of EFE for each A D will be generated by WeBOC.
Typical format of EFE number will comprise of three components i.e.
alpha acronym of Authorized Dealer, calendar year of issuance and
system generated serial number. For example, first EFE number for XYZ
bank issued in year 2015 will be XYZ-2015-0000000001. At the
beginning of each calendar year, serial number for each bank will reset
to 0000000001

Branch / Hub / TCS Role:
• Branch / Hub / TCS will record proceeds realization against each
EFE through BCA module in WeBOC. In case of remittance
received in advance for goods to be exported from Pakistan, the
same may initially be recorded in remarks column of EFE while
approving it and after shipment, advance payment details shall
be filled in BCA module in WeBOC for each EFE.
• Branch / Hub / TCS will forward the shipping documents for EFE
certified against advance payment after updating BCA module in
WeBOC along with duly endorsed copy of Advance Payment
Voucher and EPRC to CPU for onward submission to SBP.
• CPU Role: will check the documents, and if in order, will forward
the shipping documents along with duly endorsed copies of APV
& EPRC to SBP FEOD for necessary updation at their end.

• If payment is being received through an Authorized Dealer other than
the one which has approved EFE, the Authorized Dealer which has
approved EFE may transfer it to the Authorized Dealer negotiating or
collecting export documents through Bank to Bank BCA transfer
module in WeBOC, Branch / Hub can process Bank to Bank BCA
Transfer upon receipt of written request from exporter and written
consent of the Authorized Dealer with whom payment is received.
Proper record of EFEs which are transferred as per above shall be
maintained by both the Authorized Dealers Branches / Hubs as the
case may be.
• If found necessary, the Director, FEOD, SBP-BSC, Karachi may also
transfer EFE from one Authorized Dealer to another Authorized Dealer
through Bank to Bank BCA transfer module in WeBOC.

Branch / Hub / TCS Role:
In cases where shipping documents are not received by the Branch / Hub
within 14 days from the date of shipment, Branch / Hub shall immediately
ensure that shipping documents are submitted to it by the exporter.
Where a Branch / Hub fails to obtain shipping documents from the
exporters within 30 days of shipment, it shall report such cases to area
office of FEOD, SBP-BSC, Head Office, Karachi on monthly basis latest by 15
the of each month in the prescribed form (Appendix V-12)
Upon receipt of Shipping Documents from Exporter, Branch / Hub will check
the same in WeBOC and generate the copy of approved EFE & GD and
attach it with documents for SBP reporting purpose after updating the
same in Form E register.
Branch / Hub will submit the documents to CPU as per procedure laid down in
SOP for Trade Finance under Export Section.

Amendment in Electronic Form-E
a) The exporter can amend EFE before it is approved or rejected by the
Authorized Dealer. Once Authorized Dealer has approved or rejected Form-E,
it cannot be amended by the exporter.
b) Authorized Dealer cannot amend EFE at any stage.
Cancellation of Electronic Form-E
a) Authorized Dealer can cancel EFE after it is submitted by the exporter.
b) Authorized Dealer can also cancel approved EFE before it is attached to GD
Form by the exporter.
Expiry of Electronic Form-E
a) If no action is taken by Authorized Dealer on EFE request submitted by the
exporter within 15 days, it will automatically expire in WeBOC.
b) If shipment is not effected by the exporter within 45 days from date of
approval of EFE by Authorized Dealer, it will automatically expire in WeBOC.

This feature enables the bank user to cancel an EIF.

This feature enables the banker to view an EIF.

This feature allows the bank user to transfer an EIF to another bank.

This feature provides facility to capture BCA realization details in WeBOC system
• BCA Bank to Bank Transfer: This feature enables the Bank user to transfer
BCA against Form-E to another Bank branch
• Verification of Form-E: This feature provides facility to verify the From-E with
reference to Exports Goods declaration document
• Expiry of Electronic Form-E If no action is taken by Authorized Dealer on EFE

Cancellation of Electronic Form-E a) Authorized Dealer can cancel EFE after it is submitted by the exporter. b) Authorized Dealer can also cancel approved EFE before it is attached to GD Form by the exporter. Expiry of Electronic Form-E a) If no action is taken by Authorized Dealer on EFE request submitted by the exporter within 15 days, it will automatically expire in WeBOC. b) If shipment is not effected by the exporter within 45 days from date of approval of EFE by Authorized Dealer, it will automatically expire in WeBOC.
