Our goal ACCRA  aims to  increase governments’ and development actors’ use of evidence  in designing and implementing both humanitarian and development interventions that  increase poor and vulnerable communities’ capacity to adapt  to climate hazards, variability and change.
Adaptive capacity The property of a system to adjust its characteristics or behavior, in order to expand its coping range under existing climate variability or future climate conditions. (UNDP, 2005)
What ACCRA will do Capacity building/advocacy Research and learning  Support poor communities’ ability to adapt to  adapt to climate hazards, variability and change.  Evidence-based action by humanitarian and development actors: Donors, NGOs, Governments
Key questions to frame our research How are different livelihood groups currently affected by climate variability / change? What is currently happening in existing projects that is helping to increase the adaptive capacity of systems to climate change?  What is missing – within reasonable limits – in  current projects that would enhance adaptive capacity?
Working with governments ACCRA will work closely with local governments in each country, seeking to involve them in the development of the research framework, the research process and validation of the findings.   ACCRA will carry out capacity gap analyses with local governments in each country and undertake capacity building activities. This will inform future work on building governments’ capacity on CCA.   ACCRA has carried out reviews on the policy  context and key actors in each country to  inform our work.
Working with ACCRA members and others Consortium is operational in each country. Involved in the development of research approach and research itself. Disseminating learning and best practice from ACCRA members’ work. Encouraging others to change practice or policies based on findings.
Timeline 2-year funding (DFID) Year 1 (Nov 2009 – Oct 2010):  Data collection  Development of capacity building plans.  Linking with other initiatives. Year 2 (Nov 2010 – Oct 2011):  Data collection (to April 2011). Publication of research findings and  accompanying resources.  Delivery of capacity building activities.
How we work with Strengthening Climate Resilience Common aim: Collecting an evidence-base linking CCA, DRM and other development approaches. Different geographical scopes, methodologies, foci.  Research arms  share information on the development of research frameworks and research approaches. Identifying shared findings as the research progresses and communicating them on linked web  platforms.
Why should you be interested? Lack of evidence about what are the most effective interventions to promote adaptive capacity. Despite a growing consensus that joint work across different fields is required to respond to these challenges, this consensus has not yet been reflected in the policy, practice or research priorities of governments and other development actors. Despite policy commitments in many African countries and experience from development actors,  governments lack the capacity to implement adaptation and DRR activities in ways  that involve and benefit the most vulnerable.
How can you be involved? Share information on your own work – we’re keen to link up with others.  Learn from research and think about your own practice. Support efforts to build capacity for adaptation.

  • #4: ACCRA is a consortium of Save the Children, World Vision International, CARE, the Overseas Development Institute and Oxfam. We work in Ethiopia, Mozambique and Uganda.
  • #6: The property of a system to adjust its characteristics or behavior in order to expand its coping range under existing climate variability or future change conditions. The expression of adaptive capacity as actions that lead to adaptation can serve to enhance a system's coping capacity and increase its coping range. Adaptive capacity represents the set of resources available for adaptation as well as the ability of the system to use these resources effectively in the pursuit of adaptation
  • #7: RESEARCH To understand how existing social protection, livelihoods and disaster risk reduction projects by ACCRA members build adaptive capacity to climate change in beneficiaries , and how these approaches can be strengthened. ADVOCACY to use the findings to influence donors, development partners and civil society to improve future planning/action . CAPACITY BUILDING to work together with local and national governments to build capacity to implement interventions which can build communities’ adaptive capacity. IMPORTANT to encourage learning across countries and disciplines. ULTIMATE AIM: to improve people’s lives.
  • #8: PRACTICAL research – aims to see what we’re doing that works – and where we could improve it.
  • #9: We realise that it is vital to work with governments – from the beginning. We don’t want to turn up in 18 months with research findings out of the blue.
  • #11: LOTS OF PROGRESS SO FAR: Research framework developed and adapted following country-level workshops in Ethiopia, Uganda and Mozambique. Research methodology and approach currently being tested in all 3 countries. Significant interest in all 3 countries.
  • #12: Also work with the Emergency Capacity Building Programme.
  • #13: The 2007 Intergovernmental Panel on Climate Change (IPCC) Assessment Report highlights the unequivocal evidence that the world’s climate system is warming. Profound impacts are already being felt by poor people in sub-Saharan Africa, where livelihoods based on agriculture and livestock are threatened by unpredictable seasons, rising temperatures, and increases in the frequency and severity of climate-related hazards. Within this context, there are three main issues that this programme aims to address: Despite a growing body of practical experience, there is a lack of evidence about what are the most effective interventions to promote climate resilience. Despite a growing consensus that joint work across the fields of disaster risk reduction, climate change adaptation and livelihoods support (including social protection and safety nets) is required to respond to these challenges, this consensus has not yet been reflected in the policy, practice or research priorities of governments and other development actors. Despite policy commitments to disaster risk reduction in many African countries and experience from the consortium agencies and DRR community of successful approaches, governments lack the capacity to implement DRR and adaptation activities in ways that involve and benefit the most vulnerable communities
