At #CyCon2025, the panel “International Law Perspectives on AI in Armed Conflict: Emerging Issues” tackled how artificial intelligence is transforming the battlefield — from military operations and cyber defence to decision-making and humanitarian assistance. Experts debated the toughest legal questions: 🔷 How do we apply international humanitarian law to AI-driven warfare? 🔷 Who is accountable when algorithms decide? 🔷 What rules will govern future conflicts? Panel moderator Professor Kubo Mačák also revealed the upcoming CCDCOE book "International Law and Artificial Intelligence in Armed Conflict: The AI–Cyber Interplay". 📣 New Tallinn Paper „Ukraine as the Frontline of European Cyber Defence: Building Resilience in the Face of Russian Cyber Aggression“ is out! Russia’s military aggression against Ukraine, which began in 2014, can also be seen as the start of the world’s first cyber war. In this article, Dr. Nataliya Tkachuk examines Ukraine’s journey in developing a national cybersecurity system, enhancing cyber resilience, and building cyber defence capabilities to counter Russian cyber aggression. It also analyses the evolution of Russian cyber warfare tactics and the growing cyber threat posed to EU member states. Drawing on Ukraine’s experience, the paper proposes measures to strengthen Europe’s collective cyber defence. 🛡️

French Lieutenant Colonel Matthieu Demenois, Head of the Education and Training Branch at the CCDCOE, has been awarded the Golden Badge of the Estonian Ministry of Defence in recognition of his outstanding leadership in advancing the Centre’s training and educational efforts over the past three years. The award was presented by Siim Sukles, Undersecretary for Defence Industry and Innovation at the Estonian Ministry of Defence, during the change of command ceremony yesterday. Today marks his final day of service at the CCDCOE. Congratulations, Matthieu, and thank you for your outstanding service!

Today marked a transition in NATO Cooperative Cyber Defence Centre of Excellence (CCDCOE) leadership: Tonis Saar assumed the role of Director from Dr. Mart Noorma. "The CCDCOE brings together 39 nations to jointly raise cyber defence capabilities and face increasingly complex cyberattacks as a coalition. The demand for the Centre’s services continues to increase. My goal is to continue the excellent work and lead the organisation through its next steps of development to remain relevant and meet the needs of NATO and our member nations," said the Centre’s new Director, Tõnis Saar. Major General Rainer Beeck, Deputy Chief of Staff Cyberspace Supreme Headquarters Allied Powers Europe (SHAPE) and Commander NATO CIS Group said in his speech: „There are real threats to the Alliance every day. The growing sophistication of cyber attacks makes the protection of the Alliance’s communication and information systems an urgent task. It is imperative for the Alliance to maintain agile and resilient communication capabilities, integrating cutting-edge technologies and fostering real time information sharing. The CCDCOE and the SHAPE Cyberspace Directorate will continue to strengthen cyber security and all Allies”. Siim Sukles, Undersecretary for Defence Industry and Innovation at the Estonian Ministry of Defence, expressed gratitude to the outgoing Director Mart Noorma for his outstanding leadership and welcomed the new Director Tõnis Saar, who assumes responsibility at a time when the Centre’s role is more crucial than ever. The Estonian Ministry of Defence awarded Mart Noorma the Third Class of the Cross of Merit.
