Le 22 août 2016, le programme BID, financé par l'Union européenne, a débuté avec des présentations sur la structure de l'atelier, les groupes de travail, et les activités préparatoires. Une session de renforcement des capacités a été animée par des mentors, visant à améliorer l'utilisation des données sur la biodiversité et soutenir la mise en œuvre des projets. Le programme incluait également des évaluations et des certifications pour mesurer les compétences acquises par les participants.
