Two Research Questions
Q1:How does a small university make a decision to design and
launch MOOCs in a market dominated by top-tier universities?
Q2: How can different MOOCs platforms be compared to support
managerial decision of the university?

The major motivations for developing MOOCs at USI are:
(1) to support its role as an innovative institution on the global scale;
(2) to further increase the quality of students it attracts; and
(3) to extend its social responsibility in the developing/emerging
world as well as for non-standard publics, who could not attend
regular courses in higher education.
