PRINCIPLES OF
QUANTIFICATION
DR. MOE KYAW KAYW
GHSC-PSM, MYANMAR
MARCH, 2017
What is Quantification? - 1
2
Quantification is the process of
- estimating quantities and costs of products
- required for a specific health program
- during a specific period and
- determining when the products should be delivered
- to ensure uninterrupted supply of the program
What is Quantification? - 2
3
It has two major parts:
• Forecasting: Estimating the quantities and costs of
products required to meet customer demand that
will be used during a particular time frame
• Supply Planning: Determining the quantities
required to fill the supply pipeline, costs, and
arrival dates of shipments
Quantification: An Integral Part of the
Pharmaceutical Management System
4
Management Support
• Organization of the system
• Financial management
• MIS
• HR management
• M&E
Procurement
• Select procurement methods
• Manage Tenders
• Establish contract terms
• Assure product Quality
• Ensure adherence to contract terms
Forecasting and Supply
Planning
• Quantity, Cost
• Stock monitoring & EWS
• Shipment schedule
Storage (Ware House)
• Inventory control
• Store management
Distribution and Use
• Transport & delivery
• Diagnosing
• Dispensing
• Used by patient
Product Selection
• Review Health problems
• Identify treatments
• Choose drugs, dosage, forms and
strengths
• Select products with level of care
Why we need quantification?
o Calculate estimated order quantities, costs, and delivery dates for
procurement
o Plan financial requirements and mobilize and secure financial
resources
o Facilitate coordination with donors, procurement agents, health
facilities, and other stakeholders
o Estimate storage needs
o Inform manufacturers of future commodity demand for
manufacturing decisions and preparation
o Assess rational use of commodities
o Estimate emergency needs for disaster relief and epidemics
5
Prerequisites to Quantification
For right product Selection
1. Clear, well-defined and disseminated
o STGs
o Testing protocols & Laboratory testing menus for
specific products used
2, Ensure service providers follow/adhere the STGs
For right Quantification
Data availability and quality - Strong LMIS, HMIS
6
STANDARDIZATION
