Chemical Weapons Treaty Breach
• Entered into Force: 29 April 1997
• Currently 188 countries are party to the Treaty. Signed but not
ratified: Burma, Israel. Not signed: Angola, North Korea, Egypt,
Somalia, South Sudan and Syria.
• 100% Destruction required by 2007 with one time 5 year extension
to 2012
• Libya, Russia and the U.S. unable to meet extended deadline
• OPCW (Organization for the Prohibition of Chemical Weapons)
decides not to impose sanctions or other penalties but increases
reporting and inspection frequency requirements. (12/11)
• U.S. submits new cost/schedule data via APB on 13 April 2012

DESTRUCTION ACTIVITY AS OF 31 MARCH 2012
TWENTIETH REPORT
The United States has worked to minimise the time required to complete destruction
of the remaining CW stockpile without sacrificing safety and security, through the
continued execution of risk mitigation efforts, application of lessons learned from past
destruction operations, and use of performance incentives.
The installation of additional destruction systems (e.g., detonation devices, a separate
treatment system for GA and L, and conducting some destruction as a non-contiguous
operation to complement existing facilities) assisted U.S. efforts to accelerate the
destruction of CW while enabling the safe handling of problematic munitions in an
environmentally sound manner.
The United States remains committed to destroying its entire CW stockpile in the most
expeditious manner practicable, consistent with its Chemical Weapons Convention
obligations assigning the highest priority to ensuring the safety of people, to
protecting the environment, and to destroying chemical weapons, in accordance with
its national standards for safety and emissions.
