The European Location Framework (E.L.F.) is a proposed technical infrastructure that would deliver authoritative, interoperable geospatial reference data across Europe. It would provide geolocated information to support eGovernment, INSPIRE and other EU policy initiatives. The E.L.F. would connect national geospatial data into a single framework, starting with global/regional data and progressing to more granular national and local coverage. It relates to eGovernment and INSPIRE by addressing issues of integrating data from multiple sources and ensuring quality, edge-matching and interoperability at both the European and national levels. A proposed ELFI project would implement the E.L.F. over three phases with funding from

What is EuroGeographics? • A not-for profit international association under Belgium law (AISBL) • 56 national mapping, land registry and cadastral agencies in 45 European Countries • Working to bring interoperable European geospatial reference data for the benefit of society • A distributed head-office of 10 people • Experience in making interoperable datasets for 20 years
- 3. What we have learnt in ESDIN… Understand your users’ needs! • In ESDIN we found important to understand the users’ process • This understanding is best achieved by involving users to the project

Cross-border interoperability requires agreements with many partners • Data Policy is a key issue • A harmonized policy is a dream that can not be achieved • Modular approach to handling licenses -> GeoProduct Finder • Resolve first policy then technical issues will be resolved • Consider legal basis

How E.L.F relates to eGovernment and INSPIRE • Most of the issues we have to solve at European level are similar that have to be solved at National eGovernment level • For example integration of data from many sources • Quality Assurance • Edge-Matching • INSPIRE sets the basis but is not enough both at National and European Level • Need for co-ordination at European Level but also at national level • Agreements needed both European and National Level -> EIF/ISA/eGovernment
