Historically they have focused on different set of things even though the end goal for every one is the same. Development is looking at how to write the best code, how their code performs Ops is looking at operational monitoring to make sure performance and availability is good. Business is looking at Business KPIs like Orders Processed and Revenue Generated, etc In the new agile world where Dev, Ops and Business have to work together at a very rapid pace, you need a common language for all 3 of them.
