Open data is non-personal, unrestricted data
that has a non-proprietary and machine-
readable format, and is licensed for legal re-
use.
First of all we need the data:
 Description of the policy work/problem
definition
 Date the Policy is scheduled to start
 Date consultation will start
 Date consultation will close
 Date going to Cabinet
 Cabinet decisions
 Topic category
 Keywords/tags
 etc…
Secondly, there needs to be a process:
 To ensure completeness and consistency of
the data
 To make it easy and sustainable.
Central coordination, Government policy
working as a system.
Thirdly the data needs to be OPEN.
… And available through an API

Open data has two roles in policy creation:
1. Enabling citizens to know when to get
involved
2. As evidence to support the conclusions and
recommendations in the draft policy
 Will support conclusions and
recommendations
 Will allow new insights from citizens

  • #7: Is this enough? Look at the date range underlined in red - How long has this work been going on? Months? They give me 3 weeks to give them a considered submission… actually only a week, because its been a couple of weeks since I came here to see if there was anything I was interested in. Don’t they know I have a day job, and kids to run around after, this week is like chaos in our household - there’s no way I’m going to have time to read this paper, check out some stuff and then write a submission…. I wish they told me when they started this work, then I might have been able to get prepared for when this wee window of opportunity came. Even if I did have time, it would be helpful to see what others have said – ideas trigger more ideas you know.
