Government agencies to proactively release all publicly funded data
that is:
• non-personal and unclassified
• high potential value for re-use
• managed according to NZ Data & Information Mgmt Principles
• licensed for re-use (according to NZGOAL)
• Listed and discoverable on Data.govt.nz
NZ Declaration on Open and Transparent
Government (2011)
The government holds data on behalf of the New Zealand public.
We release it to enable the private and community sectors to use it
to grow the economy, strengthen our social and cultural fabric, and
sustain our environment. We release it to encourage business and
community involvement in government decision-making.
Through this commitment New Zealand citizens and businesses can
expect a more efficient and accountable public sector, more services
tailored to their needs, and a greater level of participation in shaping
government decisions."

Open source software release saves
nearly $1million
Since being released for reuse, nearly $1m and nine
months of work has been saved collectively by the six
organisations that have reused the code. These
figures will increase each time the SIAL is reused.
When there’s no transparency…
1. Fear of the black box
When people don’t know/can’t see what’s going on they:
• get anxious
• start filling in the gaps themselves with assumptions
• assume there’s something to hide
When people know what’s happening they feel more in
control (even if they are not).
Good transparency…
2. Good transparency = data and/or
information + proactive communication.
• Data reflects the reality
• Proactive communication explains what it means
and what is happening about it
Increase participation in democracy through
proactive alerts
