This document discusses the potential for mobile learning (mLearning) in developing countries. It notes that there are now over 5 billion mobile subscriptions globally, with most growth occurring in emerging markets. While mobile phone costs continue to drop, the functionality of phones in developing areas has stagnated. mLearning initiatives could utilize basic phone features to provide tutoring, literacy skills, language learning, health information, and community mobilization in a low-cost manner.
