Fixed and personal/portable TVWD Fixed devices allowed 1W tx power/4W EIRP TV channels 2, 5-36, 38-51 nationwide up to 240 MHz Must sense signals to -114 dBm Fixed devices must consult TV bands database daily* Personal/portable devices allowed 100 mW EIRP TV channels 21-36, 38-51 nationwide up to 180 MHz Must sense signals to -114 dBm Master mode (Mode II) devices must consult TV bands database daily*, Client devices (Mode I) operate under the control of Master mode devices
TV Bands Database Geo- location  & database access Must be supported in both Fixed and Portable Mode II devices Accuracy of   50 meters Could be from GPS receiver or entered during “Professional Installation” National databases of TV bands  Identify available TV channels at the TVBD’s  location Register ID and  location  of fixed TVBDs Identify other protected  locations  and channels  Fixed device’s ID information includes: FCC ID, serial number,  location , contacts, etc. FCC will certify the official databases and designate one or more administrators Fixed devices must consult database on initialization  and daily* Operation must cease immediately if channel no longer available Fixed devices without a direct Internet connection may communicate with another connected fixed device on a channel that has been marked available  Mode II devices must additionally consult after being re-located  and daily*
TVWD entry in database 15.713(f)  Fixed TVBD registration.  (1) Prior to operating for the first time or after changing location, a fixed TVBD must register with the TV bands database by providing the information listed in paragraph (f)(3) of this section. (2) The party responsible for a fixed TVBD must ensure that the TVBD registration database has the most current, up-to-date information for that device. (3) The TVBD registration database shall contain the following information for fixed TVBDs: (i) FCC identifier (FCC ID) of the device. (ii) Manufacturer’s serial number of the device. (iii) Device’s geographic coordinates (latitude and longitude (NAD 83) accurate to +/- 50 m). (iv) Name of the individual or business that is responsible for the device. (v) Name of a contact person responsible for the device’s operation. (vi) Address for the contact person. (vii) E-mail address for the contact person. (viii) Phone number for the contact person. 15.713(g) A personal/portable device operating in Mode II shall provide the database its FCC Identifier (as required by § 2.926 of this chapter), serial number as assigned by the manufacturer, and the device’s geographic coordinates (latitude and longitude (NAD 83) accurate to +/- 50 m)
Fixed Devices transmit identifying information.   Geolocation is the key to the database, and to enforcement. Imagine cars without license plates… 15.711(e) Fixed TVBDs shall transmit identifying information. The identification signal must conform to a standard established by a recognized industry standards setting organization. The identification signal shall carry sufficient information to identify the device and its geographic coordinates.
