Objectives

Entry point into the “Hot
Zone”
 The location at which a company
or team enters the hot zone.
 The Hot Zone is any area that
requires an SCBA, charged line
 Or any location where
a firefighter is at risk
of becoming lost,
trapped, or injured
Personnel Accountability
Report
 The PAR is utilized by the incident
commander at specific time intervals, or as
incident conditions demand such as going
from offensive to defensive strategies,
collapse, or mayday.
 When a PAR is requested the reply should
include the unit ID, if the unit has a PAR,
the unit’s current location and assignment.
 “Engine 1 has a PAR, division 2 Alpha/Bravo
corner, checking for extension.”
Individual Responsibilities
 Accountability involves a personal
commitment from everyone on the
fire ground to work within the
safety system at an incident.
Responsibility:
The Firefighter
 To maintain company continuity, the
firefighter places their personal
accountability tag (PAT) on the Passport
at the start of their shift.
Responsibility:
The Company Officer
 Insures PAT is on passport
 Insures Passport accuracy
 When assigned to work the hot
zone, delivers Passport to first
pumping apparatus, or the
accountability officer when
established
 Retrieves Passport upon leaving
hot zone
Responsibility:
Accountability Officer
 Collects passports of crews in HOT
ZONE.
 Accounts for all companies.
 Maintains awareness of crews.
 Conducts PAR’s.

 Following the initial size-up, a 360 of the
problem must be completed
 Upon completion of the 360, the IC must
make a radio transmission that includes
relevant additional information such as:
 Number of stories in the rear
 Walk out, walk-up, look out basements, or
window wells
 If the problem has changed, announce
corrective actions

Review of Fast Attack
Command Teams
Fast Attack Mode (FAM)
 FAM is the command operation where the first
due company officer handles command while
working as part of a company.
 This lasts a short duration and involves
directing three or four companies at the scene
until relieved by an on scene chief or district
officer.
 “Engine 40 is on the scene of a large two story
residential dwelling, smoke showing from the
second floor side Alpha. Engine 40 will be
Compton command in the fast attack mode,
this is an offensive fire.”
FAM
 Engine 40 now has all the command
responsibilities until he is assisted by a
responding chief or district car that can
operate from a fixed location.
 “Engine 40 to Quint 96, upon your arrival I
need you to conduct a search of the first
floor.”
 A company officer operating in the FAM
mode is instrumental to the initial
organization of the emergency.
FAM Command Transfer
 Once a command officer arrives on scene, he/she
will advise the FAM officer of their arrival and state
the current assignments to the FAM officer for
confirmation:
8302:“8302 to Compton command, I have Engine 40
with fire attack and Quint 96 with search, is this
correct?”
Engine 40: “Engine 40 affirmative.”
8302:“8302 is clear, I’ll go ahead and assume command
from here.”
 At this point command of the incident has been
handed off to 8302, who will announce this change
on fire primary.

 Comprised of the incident commander
(IC) and one assistant of any rank, from
any department.
 The IC establishes the strategy, the
assistant assists with maintaining
situation awareness and the status of
resources on the scene (through
tracking and monitoring radio traffic).
 Command teams work side by side (two
heads are better than one)
Effective Command
Teams
 Work at a fixed location
 Location is announced on the radio
 Have access to communication
resources (computers, radios, mobile
phones)
 Have resources to chart the incident
progress and track resources.
 Command vehicles are ideal locations
for command teams to operate.
