The Cassini mission originally used a classical earned-value system for project control, but this led to issues like a lack of communication and uncertainty not being addressed. As alternatives, the project considered using CPM/PERT networks or a COTS project management system, but found these did not handle uncertainty well. Instead, the project implemented a CMIS schedule control module which facilitated communication, easily tracked status, and reduced costs. This approach focused on satisfying first-line managers rather than large centralized planning staffs.
