MTS, Vimpelcom, and MegaFon are the top three mobile operators in Russia, with market shares of 32.1%, 24.2%, and 25.6% respectively. Total mobile subscribers in Russia reached 222 million in May 2011, a penetration rate of 153%. Moscow had the highest penetration rate of 207.4%. MTS recorded negative net additions in April 2011.
