Legislative Knowledge Management • As an official publisher of all regulations in Macedonia, Official Gazette had an extensive archive of all regulations dating back to 1945 to date. • Digitalization, categorization and data systematization was the first phase. • The system for administering of the content, enables standardization and categorization in the process of recording relevant and annulled regulations from the current version of the Register of Relevant and Annulled Regulations. Use of XML • The metadata can be used as an check list to ensure that the most typical subjects of legislative metadata are covered • Implementing the common metadata will facilitate the creation and maintenance of cross system portals giving access from the same website to multiple legal information systems. • Improved access to a set of standard definitions of metadata terms, • Improved standardization of metadata for publishing, archiving, dissemination and international comparisons. • Support to structures for searching and exchanging metadata on legislation. Capturing data at source Capturing data in a structured format as early in the process as possible. • simplification of the publishing process; • a reduction in errors in content and layout at publication; • production of documents which are consistently styled no matter where and by whom they are originated; • the ability to introduce validation of data at an early stage; • eliminating the need for re-keying or conversion of data enabling speedier production; and • it is more cost efficient for both the Ministries/Parliament and the publisher of the Official Gazette.
