Applying Program Logic Modeling to Program Grant Funding: A Case Study of Barbados’ Cultural Action Fund
What is a Logic Model ? Logic model = diagrammatic representation of broad overarching theory behind program or intervention.  Sets stage to explain the intervention logic Create clear picture of the evaluation question A logic model depicts the what, who, the why
Logic Model Questions: What? Components Groups of closely-related activities in a program. Activities The things the program does to work toward its desired outcomes
Logic Model Questions: Who? Target groups Are the individuals, groups or communities at whom the program’s activities are directed.
Logic Model Questions: Why? Outcomes Changes the program hopes to achieve.  There is a differentiation between short-term and long-term outcomes.
Short-term vs Long-term Outcomes Short-term outcomes are the direct results of the program on its participants.  They show why the program activities will lead to the long-term outcomes.    Long-term outcomes reflect the consequences of your program in the broader community.  They tend to be the ultimate goals of the program.  
Why Create a Logic Model ? Advantages for evaluation purposes: summarize the key elements of your program explain the rationale behind program activities clarify difference between activities and intended outcomes of program;  show the cause-and-effect relationships between activities and th outcomes  i.e, which activities are expected to lead to which outcomes;  help you identify the critical questions for your evaluation
Why Create a Logic Model ? Communication Advantages of Logic Models provide opportunity for stakeholders to discuss program and agree upon description.  logic models are also useful means of communicating elements of program to: policy makers,  staff,  external funding agencies,  the media  colleagues.
Logic Model Tips  Concentrate on how program is currently being implemented Research available documentation and files: budgets,  workplans,  strategic and operational plans,  Manuals & training materials,  organizational charts,  statements of goals and objectives,  previous evaluation reports,  committee reports,
Logic Model Tips  Strive for simplicity and avoid over-inclusive approach Don’t include all implementation details  Fit logic model on one page  Attach  additional useful details about program  Discuss logic model with key stakeholders.

Selection Committee Criteria 100 point scale Potential to develop product or service aligned to Cultural Industries National Strategy  - All Applicants(25 points) Is there a clearly defined national focus? (10) Is there a focus on the targeted areas? (5) Is there an element of cultural development? (5) Are there linkages to other sectors like tourism, manufacturing, agriculture? (5)
Selection Committee Criteria 100 point scale Sustainability of product or service after funding support –  Business applicants (25 points)  Projected operating revenues will meet or exceed the forecast expenses for the project in the period beyond which funding may be provided (10) There is a thorough business or strategic plan in place (10) The proposed venture has a management structure (5) Individual applicants There is an outreach program after project to apply results (15) There is evidence or proof of project outcomes that can be achieved (10)
