Diocletian and Constantine attempted reforms to save the declining Roman Empire but they were ultimately unsuccessful. Diocletian divided the empire into four parts with named officials but he really ruled all, set wages to slow inflation, and ordered workers to remain in their jobs until death. Constantine required sons to follow their fathers' jobs and moved the capital to Constantinople in the east, where his reforms were more effective, while the empire continued declining in the west. The reforms failed to save the Roman Empire from collapse.
