It emphasizes that most accidents are caused by human behavior, such as taking shortcuts or becoming complacent. A traditional safety program focuses on regulations and procedures, while a behavior-based program takes a bottom-up approach to address the root causes of unsafe behaviors. By observing and analyzing behaviors, unsafe behaviors can be identified and corrected before they lead to accidents. The goal is to reinforce safe behaviors through positive consequences.
