The Hinayupak family wants to take advantage of a government housing project in their barangay, even though they are well-off and own property. However, they are not eligible for socialized housing according to the law. To qualify, beneficiaries must be Filipino citizens, underprivileged and homeless residents as defined by law, not own any real property, and not be professional squatters or part of squatting syndicates. Professional squatters are defined as individuals with sufficient income who occupy land without consent, and those who previously received housing but sold it and resettled illegally.

Who are eligible for socialized housing program? • (a) Must be a Filipino citizen; • (b) Must be an underprivileged and homeless resident, as defined in Section 3 of this Act; • (c) Must not own any real property whether in the urban or rural areas; and • (d) Must not be a professional squatter or a member of squatting syndicates. PROFESSIONAL SQUATTERS- individuals or groups who occupy lands without the express consent of the landowner and who have sufficient income for legitimate housing -shall also apply to persons, who have previously been awarded homelots or housing units by the Govt’ but who sold, lease, or transferred the same and settled illegally in the same place or ni another urban area.
