Food stamps (SNAP) are benefits used only to purchase food for low-income families. While teen and unmarried women's birth rates increased from 1970-2010, total fertility rates and rates for all women have decreased since 1970 due to increased contraceptive use and abortion. Multiple welfare programs can result in high marginal tax rates that discourage work for recipients. Two hypothetical welfare programs are outlined balancing support and work incentives.
